Two plots of the same size can need very different foundations, drainage and earth filling, depending on how high they sit. A topographic and level survey measures that. It records ground heights across your plot, the level of the road and sewer in front, neighbouring plinths and any features such as trees, poles and old structures. Your architect and contractor then design to real numbers, not guesses.

What's included

Item What it records Why it matters
Spot levels Ground height at points across the plot Shows slope and low spots
Road and kerb levels Height of the road crown and edge in front of the plot Sets plinth height and ramp design
Sewer and manhole levels Invert or cover levels where available Whether wastewater can flow by gravity
Neighbouring levels Plinths and boundary heights next door Stops rainwater flowing into your plot
Features Trees, poles, transformers, existing walls Affects layout and site access
Benchmark A fixed reference height used for all readings Lets later work tie back to the same levels
Drawing Level plan, sections or contours in CAD Used by the architect and earthwork contractor

When you need it

  • Before the architect fixes plinth height and drainage
  • Before ordering earth filling (bharai), so the volume can be worked out
  • On low-lying plots, or where the road has been raised since the plot was laid out
  • For basements, where depth is measured from road level
  • For farmhouses, schemes and larger land where slope and drainage are planned

Levels feed into building rules too. The LDA's building regulations, for example, measure basement depth "from the road level" and boundary-wall height from the plinth level (LDA Building Regulations). Your architect applies the rules that cover your area; the survey gives them the heights.

Step-by-step process

  1. Send your request with plot location, size and purpose (design, filling, basement, drainage).
  2. Agree the scope: number of points or grid spacing, whether road and sewer levels are needed, and the drawing format.
  3. Set a benchmark: the surveyor fixes or adopts a reference point that will not move.
  4. Fieldwork: levels are taken with an auto level, total station or GPS across a grid and at key features.
  5. Processing: readings are reduced to levels and drawn as a level plan, sections or contours.
  6. Review with your architect: plinth level, drainage direction and filling volume are decided from the drawing.
  7. Keep the benchmark protected so the contractor can check levels during construction.

Approvals and documents

A private level survey itself needs no approval. Keep the drawing with your building file, because the architect uses it for map approval drawings, and the contractor uses it for excavation and filling. If you plan a basement in DHA Lahore, note that DHA requires a refundable security of Rs100,000 and an e-stamp undertaking for basements (DHA Lahore Building Control).

What affects the cost

There is no standard rate. Get written quotes that state the grid and drawings. Cost depends on:

  • Plot size and grid spacing (more points take longer)
  • Whether road, sewer and neighbouring levels are included
  • Vegetation, debris or structures on site
  • Equipment (auto level, total station, GPS)
  • Output: simple level sketch or full CAD with contours and sections
  • Travel and urgency

Questions to ask the surveyor

  • What benchmark will you use, and will you leave it marked on site?
  • What grid spacing will you use for my plot?
  • Will you record sewer and manhole levels in front of the plot?
  • Can you give the drawing in CAD for my architect?
  • Can you calculate the earth filling volume to a target level?

Red flags

  • Levels taken at a few corners only on a sloping or low plot
  • No benchmark, or one placed on something temporary
  • A drawing with no units, dates or reference
  • An earth-filling supplier "measuring" the levels and the volume he will sell you

FAQs

Do I need a level survey for a small society plot? It is still worth it if the road has been raised, the plot is low or neighbours have built higher plinths.

Can the survey tell me how much earth filling I need? Yes. With a target level from the architect, the surveyor can work out the volume to fill.

Is a topographic survey the same as demarcation? No. Demarcation fixes boundaries. A topographic survey records heights and features.

When should it be done? Before design is finalised, and again quickly before excavation if a long time has passed.
