Buying, building and managing property in Pakistan from the UAE

This guide is for Pakistanis working or living in Dubai, Abu Dhabi, Sharjah, Ajman and the other emirates who want to buy a plot or house in Lahore, build a family home, rent out property, or sell inherited land.

The UAE is close to Pakistan, but the practical hurdles are the same as anywhere abroad: long working weeks, documents that must be attested correctly, relatives or dealers asking for money "on trust", and limited time to deal with offices in Lahore. Fraud aimed at Gulf-based families is a known problem.

Houseplot's Lahore team does the ground work: property search, video site visits, document checks, transfers, construction supervision, tenants and legal paperwork. You decide; we carry it out and report back.

Step-by-step: buying property in Lahore from the UAE

  1. Set your brief. Budget, area, plot or house, and purpose (live, rent, hold).
  2. Book a consultation. Agree the shortlist and how you want updates.
  3. Shortlist and verify. We visit, film and check ownership, approvals, dues and disputes.
  4. Agree the price in writing. No payment until the checks are clear.
  5. Arrange your power of attorney at the Pakistan consulate in Dubai or embassy in Abu Dhabi, or online through NADRA.
  6. Send money through banking channels, ideally your Roshan Digital Account, and keep every remittance proof.
  7. Pay advance tax and fees. Your NICOP or POC may let you pay at the filer rate.
  8. Transfer and registration by your attorney at the society or sub-registrar.
  9. Possession and handover, with a video record and a complete document file.

Documents you need

  • NICOP or CNIC, or POC if applicable
  • Passport (original and copies)
  • Emirates ID or UAE residence visa copy
  • Passport-size photos with a white background
  • Attorney's CNIC copy and mobile number
  • Proof of inward remittance for every payment
  • Seller's property documents: title, transfer letters, approved plan, any NOC
  • Succession certificate copy if the POA concerns property of a deceased parent

Power of attorney from the UAE

Why apostille does not apply

Pakistan joined the Hague Apostille Convention, which entered into force for Pakistan on 9 March 2023 (HCCH). The UAE is not a party, so an apostille is not available for UAE documents going to Pakistan. Instead, the traditional legalisation chain applies.

Route 1: sign the POA at a Pakistan mission (most common)

Pakistani nationals usually sign the POA in front of a consular officer.

Consulate General of Pakistan, Dubai (attestation page):

  • Applicant must be present in person.
  • Two typed copies of the POA.
  • Original passport, NICOP or POC, plus a passport copy.
  • Copy of Emirates ID or residence visa.
  • Two recent passport-size photos with a white background.
  • Copy of the attorney's CNIC.
  • Dual nationals: POC/NICOP and the second passport.
  • Fee listed at AED 40, paid in cash or by card at the counter.
  • Attestation hours are listed as Monday to Thursday, 7am to 1pm; Friday hours and holiday timings vary, so call 04 397 3600 before going.

Embassy of Pakistan, Abu Dhabi (MOFA Pakistan):

  • Presence of the executant is mandatory.
  • Original POA plus one copy; two copies each of passport, visa or Emirates ID and NICOP; three photos; two copies of the attorney's CNIC and their mobile number.
  • Fee listed at AED 40 for a POA, affidavit or signature attestation.

Check with the embassy or consulate which emirates it serves before you book.

Route 2: UAE notary → MOFAIC → Pakistan mission

If your POA is prepared and notarised by a UAE notary (for example when it is part of a wider legal matter or signed by a non-Pakistani co-owner), it becomes a UAE-issued document. The chain is then:

  1. Notarisation in the UAE by a competent notary.
  2. Attestation by the UAE Ministry of Foreign Affairs (MOFAIC). MOFAIC's attestation service certifies signatures and seals on UAE-issued documents for use abroad. It is applied for on the MOFA website or smart app with UAE PASS login. Eligible digital documents can be attested digitally (stated as within 2 hours in working hours); others go through an approved courier, usually 1–3 business days inside the UAE (MOFA UAE).
  3. Counter-attestation at the Pakistan consulate or embassy. The Dubai consulate says documents issued by UAE authorities must first be attested by UAE MOFA, and lists a fee of AED 60 for this category (Consulate Dubai).

The consulate pages do not spell out this route for POAs specifically, so confirm with the mission and with the office in Lahore that will receive the document before you start.

Route 3: NADRA online POA

Both missions link to NADRA's online POA at poa.nadra.gov.pk. You register, upload the POA and IDs, give fingerprints using the form, pay by card, attend a video interview with a consular officer and give final consent by email. Two witnesses and the attorney need valid IDs (Embassy of Pakistan, Denmark).

Using the POA in Pakistan

Your attorney presents the attested POA to the society, authority or sub-registrar. The Abu Dhabi page notes that POAs made in Pakistan must be attested by MOFA Pakistan (Islamabad, Karachi, Lahore, Peshawar or Quetta) before the embassy will attest them. Ask the Lahore office what it needs before you sign; wording mistakes are the usual reason for rejection.

Gulf neighbours

Pakistanis in Saudi Arabia, Qatar, Oman, Bahrain and Kuwait follow a similar pattern: sign at the Pakistan mission in that country or use NADRA's online POA. Some Gulf states are parties to the Apostille Convention and some are not, so check the HCCH status list and your mission's attestation page before using a locally notarised document.

Sending money for property

  • Roshan Digital Account (RDA): State Bank of Pakistan's account for non-resident Pakistanis, opened online.
  • Roshan Apna Ghar: lets RDA holders buy or finance a house from a bank's pre-approved projects or any other property, without visiting a branch, in conventional or Shariah-compliant forms; on sale, the principal invested can be remitted abroad without special permission (SBP).
  • Regular bank transfers and licensed remittance channels, with a proof of inward remittance kept for each payment.
  • Avoid hawala/hundi. It leaves no trail, can cause tax and legal problems, and makes it hard to prove the source of funds later.

Taxes to know

Pakistan side. Sections 236K (purchase) and 236C (sale) charge advance tax, with higher rates for people not on the Active Taxpayer List. FBR says NICOP or POC holders who are non-resident (in Pakistan fewer than 183 days in the financial year) can pay at the filer rate even if they are non-filers, through a PSID generated by the registrar or society via FBR's "Overseas Pakistanis" link and approved by the Commissioner (FBR FAQs). Rates change with the Finance Act, so check the current rate card.

Gulf workers who spend long periods in Pakistan should note the 183-day test: it affects whether this relief applies.

UAE side. The UAE does not currently impose federal personal income tax on individuals, and personal real estate investment income is generally not treated as a business for UAE Corporate Tax (IBCCS). The position can differ if property activity runs under a commercial licence. The Federal Tax Authority is the authority to check with. If you also hold another nationality (for example US citizens), that country may tax your Pakistani income. Confirm with a qualified adviser.

Building or renovating from the UAE

  1. Design by an architect to your brief.
  2. Approvals from the society or authority before work starts.
  3. Contractor chosen from compared quotes, with a written scope, timeline and payment plan.
  4. Staged payments against completed stages only.
  5. Updates: weekly photos and video, live walk-throughs at key stages.
  6. Quality checks on materials and workmanship before each payment.

Because flights are short, many UAE owners also visit at key stages (foundation, roof, finishing). We schedule site meetings around your leave.

Renting out and property management

  • Tenant screening: ID, employment and reference checks.
  • Rent agreement in writing under the Punjab Rented Premises Act 2009, presented to the Rent Registrar (Express Tribune).
  • Police registration of tenants under the Punjab Information of Temporary Residents Act 2015, online or at a police station or Khidmat Markaz (Punjab Police); free in Lahore and usually 15–20 minutes (Lahore Police).
  • Rent collection, maintenance, periodic inspections, utility bills and property tax.
  • Monthly or quarterly statements.

Selling and sending the money back

We value, list with verified agents, manage viewings and run the transfer through your attorney. Proceeds go to your Pakistani bank account. For Roshan Apna Ghar purchases, SBP says the principal can be remitted abroad without special permission. For other routes, ask your bank what proof of original inward remittance it needs before you send money back to the UAE.

Avoiding fraud from abroad

  • "Send the money, I'll handle everything" from a relative or dealer.
  • Photos only, no live video with papers in frame.
  • An unapproved society or scheme.
  • Seller ID that does not match the title.
  • Pressure for quick, cash or hawala payment.
  • A broad general POA that also lets someone sell your property.
  • A caretaker or tenant who stops sending updates.

Keep POAs narrow, revoke them in writing when the job is done (the mission can attest a revocation as an affidavit), and never let one person control both money and documents.

Disputes, inheritance and help

  • OPC Punjab: file on opc.punjab.gov.pk or call +92 42 111 672 672 (24/7); complaints go to the relevant department or District Overseas Pakistanis Committee (Sheikhupura District). OPC helped a Saudi-based owner recover a Multan house occupied by a tenant (Punjab Govt).
  • OPF complaint cell: land disputes, unlawful occupation and fraud; +92 51 111 040 040 (24/7), the OPF portal or a Pakistan mission (OPF). NAB and OPF signed an MoU in January 2025 covering housing-scheme fraud (APP).
  • NADRA succession certificates: heirs verify biometrically at NADRA or Pakistani missions; Dubai and Abu Dhabi were among the missions named in 2021, along with Jeddah, Riyadh, Medina and Doha (APP). Confirm current availability with your mission.

Best time to talk

Pakistan is UTC+5 with no daylight saving (zeitverschiebung); the UAE is UTC+4, also with no daylight saving, so Pakistan is one hour ahead all year (SIM Corner). That makes the UAE one of the easiest places to manage Lahore property from. We take consultations after your shift, in the evening, and on weekends.

FAQs

Can I buy in Lahore without leaving Dubai? Yes, with a POA signed at the Dubai consulate or Abu Dhabi embassy, or NADRA's online POA, and payment through banking channels.

Do I need MOFAIC attestation for my POA? Not if you sign it at the Pakistan mission. MOFAIC attestation applies when the document is issued or notarised by a UAE authority; then the Pakistan mission counter-attests it.

Can I get an apostille in the UAE for Pakistan? No. The UAE is not a party to the Apostille Convention, so the legalisation route applies.

What does the Dubai consulate charge for a POA? Its attestation page lists AED 40. Check the page before you go, as fees can change.

Will I pay non-filer tax rates? FBR lets non-resident NICOP/POC holders pay 236K and 236C at the filer rate through its PSID process.

Is Pakistani rent taxed in the UAE? The UAE has no federal personal income tax on individuals. Pakistan may still tax it, and another nationality may too. Confirm with an adviser.

My visa is ending. Can the POA still be used? A POA's validity depends on its wording and on the office accepting it. Ask before you sign.

What if a tenant or relative occupies my property? File with OPC Punjab or OPF, and take legal advice on Rent Tribunal or court action.

This page is general information; confirm legal and tax steps with the relevant authority or a qualified adviser before you act.
