Buying, building and managing property in Pakistan from Canada
This guide is for Pakistani families in Canada, from Toronto and Mississauga to Calgary, Vancouver and Montreal, who want to buy in Lahore, build on a family plot, rent out a house or sell an inherited property.
The hurdles are the same for most families: Lahore is 9 to 13 hours ahead, POAs must be signed before a Pakistan mission, fraudsters target owners who live abroad, and each trip means leave and airfare.
Houseplot's Lahore team does the ground work (checks, site videos, transfers, construction, tenants and paperwork) with verified agents and professionals, while you keep control of every decision and payment.

Documents you need
| Document | Why it is needed |
|---|---|
| NICOP or CNIC | Identity for transfers, POA and the FBR overseas filer-rate route |
| Pakistan Origin Card (POC) | For Canadian citizens of Pakistani origin without a Pakistani ID |
| Pakistani passport | Required with your ID at most missions |
| Attorney's CNIC/NICOP/POC copy | Required on the POA |
| Two recent photographs | Pasted on the POA |
| Witness details | Montreal requires two witnesses living in Canada |
| Proof of residence | Montreal asks for proof you live or work in its region |
| Proof of remittance | Shows money came through official channels |
| Property papers | Title, allotment/transfer letters, approved maps |
The Toronto consulate asks for originals plus a set of photocopies, two colour photos with a white background taken within the last three months, and the attorney's CNIC, NICOP or POC copy (Consulate General of Pakistan, Toronto).
Power of attorney from Canada
A POA (general or special) lets someone in Pakistan buy, sell or manage property for you. There are three routes.
1. In person at a Pakistan mission. You sign in front of a consular official. Toronto requires an appointment, charges C$50 for the first three pages of a document and C$20 per extra page, and attests only your signature, not the contents (Toronto). Montreal requires your physical presence, your CNIC and passport with copies, two witnesses who live in Canada, and asks you to leave about a quarter of each page blank for the mission's stamp; it charges CAD 50 for up to three pages and CAD 20 per extra page (Consulate General of Pakistan, Montreal).
2. NADRA online POA. If you hold a valid Pakistani NIC, Montreal says the POA can be attested online through NADRA's portal, poa.nadra.gov.pk, with witnesses present online, for CAD 35 (Montreal). Vancouver also offers online POA attestation at C$35 and stopped accepting mail-in POAs after 30 April 2024 (Consulate General of Pakistan, Vancouver).
3. Apostille. Pakistan's membership of the Hague Apostille Convention entered into force on 9 March 2023, and Canada's on 11 January 2024 (HCCH status table). MOFA Pakistan says apostilles from member states are accepted "without any requirement of attestation from Ministry of Foreign Affairs or Pakistan Missions abroad" (MOFA Pakistan). Some registrars and housing societies in Lahore still expect a mission- or NADRA-attested POA for property, so check with the receiving office before you use an apostilled one.
Pakistan missions in Canada
- High Commission, Ottawa — attests and legalises documents; requirements vary by document (High Commission Ottawa)
- Consulate General, Toronto — 259 Yorkland Road, North York; appointment needed (Toronto)
- Consulate General, Montreal — Quebec and Atlantic Canada residents (Montreal)
- Consulate General, Vancouver — Alberta, British Columbia, Saskatchewan, Northwest Territories and Nunavut (Vancouver)
If you live in Ontario or Manitoba, confirm with Toronto or Ottawa which office covers your address.
Using the POA in Pakistan
Your attorney presents the original to the office handling the deal: the sub-registrar or Punjab Land Records service centre for registry and mutation, or the society or development authority for society transfers. Offices may verify it, require registration or insist on their own format, so check first. Draft the POA for the specific property and powers needed rather than unlimited general powers.
Sending money for property
Roshan Digital Account (RDA). An SBP initiative open to non-resident Pakistanis with a CNIC or NICOP and to POC holders. Funds can go into SBP-permitted investments including "residential and commercial real estate investments," and can be sent abroad up to the account balance without approval from the bank or SBP (RDA FAQs, Embassy of Pakistan Sweden).
Roshan Apna Ghar. RDA holders can buy, build or renovate a home in Pakistan with their own funds or bank financing, remotely, and SBP states the investment is fully repatriable (SBP press release, 27 Aug 2021). Confirm current terms with a participating bank.
Regular banking channels. Bank transfer to your own account in Pakistan, then pay the seller by bank instrument.
In every case:
- Keep proof of every inward remittance.
- Never pay cash or into a third party's account.
- Avoid hawala and hundi: no legal trail, and no way to prove the source of funds later.
Taxes to know
Pakistan side. FBR collects advance tax from the buyer under section 236K and from the seller under section 236C. Rates differ for filers, late filers and non-filers and have been revised in recent Finance Acts, so check FBR's current withholding tax rate card.
Overseas Pakistanis who hold a NICOP or POC and are non-resident (in Pakistan less than 183 days in the tax year) can pay the filer rate even without filing a return. The registrar or society creates a PSID through the "Overseas Pakistanis" link on the FBR portal, you declare your NICOP/POC and residency, and after the Commissioner's approval you pay at the filer rate (FBR Overseas FAQs). Being on FBR's Active Taxpayer List also gives filer treatment. Punjab stamp duty, registration and other provincial charges apply too.
Canada side. As a Canadian resident, rent from a Lahore property and gains on sale may also be taxable in Canada, and foreign property may carry reporting requirements with the Canada Revenue Agency (CRA). Ask a Canadian tax adviser before you buy.
Building or renovating from Canada
- Design. An architect prepares plans for your approval.
- Approvals. The society or development authority approves plans before work starts.
- Contractor. Quotes on one specification, past-work checks and a written contract with a schedule.
- Staged payments. Pay by milestone (foundation, grey structure, finishing), never all upfront.
- Updates. Weekly photos and videos, plus live calls in your evening.
- Quality checks. Inspections at each stage before the next payment is released.
- Handover. Snag list, completion documents and utility connections.
Renting out and property management
- Tenant finding. Viewings and checks on ID, job and references.
- Rent agreement. Written agreement under the Punjab Rented Premises Act 2009 covering rent, deposit, term and maintenance.
- Police registration. The Punjab Information of Temporary Residents Act 2015 requires owners, tenants and property dealers to share tenant details with local police, online at trs.punjabpolice.gov.pk or at a police station or Khidmat Markaz, with CNIC copies, photos and the rent agreement (Punjab Police).
- Rent collection. Into your bank account.
- Maintenance and inspections. Repairs and regular visits with photos.
- Utility bills. Checked monthly so no arrears build up.
- Statements. Regular income, expense and condition reports.
Selling and sending the money back
- Get a valuation from recent deals and clear any dues.
- Screen buyers and accept payment only by bank instrument.
- You or your attorney sign the transfer; the seller pays 236C advance tax.
- Funds land in your Pakistani account.
For property bought through an RDA, SBP says the investment is fully repatriable and that the principal can be remitted abroad on sale without special permission (SBP, 27 Aug 2021; SBP, 25 Aug 2021). For other routes, ask your bank what it needs to send funds to Canada, and keep your original remittance proofs.
Avoiding fraud from abroad
Red flags for buyers in Canada:
- Pressure to pay token money before any document check.
- Prices far below market "because the owner is also abroad."
- Payment requested into an account that is not the owner's.
- Files or plots in societies whose approval you cannot confirm.
- Photos only, with excuses for no live video.
- A relative or caretaker asking for a broad general POA "just in case."
Give limited, property-specific powers, cancel old POAs you no longer need, and check land records yourself from time to time.
Disputes, inheritance and help
- Overseas Pakistanis Commission (OPC) Punjab. Takes complaints from overseas Pakistanis, including illegal occupation, through opc.punjab.gov.pk; its District Overseas Pakistanis Committee Lahore has got occupied plots vacated for owners abroad (Government of Punjab).
- Overseas Pakistanis Foundation (OPF). Its complaint cell handles "property disputes or illegal occupation" and refers cases to authorities. Complain online at opf.pitb.gov.pk, on UAN +92 51 111 040 040, through Pakistan missions or the Pakistan Citizen's Portal; you may still need to file a court case yourself (OPF Complaint Cell).
- Succession certificates. NADRA issues succession certificates and letters of administration, and legal heirs abroad can give biometrics at Pakistani missions (APP). Ask your mission whether it offers this service.
Best time to talk
Pakistan Standard Time is UTC+5 with no daylight saving. Most of Canada moves clocks forward in March and back in November, so the gap shifts twice a year.
| Canadian time zone | Pakistan ahead (summer) | Pakistan ahead (winter) |
|---|---|---|
| Newfoundland (St. John's) | 7.5 hours | 8.5 hours |
| Atlantic (Halifax) | 8 hours | 9 hours |
| Eastern (Toronto, Ottawa, Montreal) | 9 hours | 10 hours |
| Central (Winnipeg) | 10 hours | 11 hours |
| Saskatchewan (Regina, no DST) | 11 hours | 11 hours |
| Mountain (Calgary, Edmonton) | 11 hours | 12 hours |
| Pacific (Vancouver) | 12 hours | 13 hours |
Lahore's working day starts around midnight Toronto time, so we book consultations in your evenings and on weekends.
FAQs
Can I buy property in Lahore from Canada without travelling? Yes. With a POA attested at your Pakistan mission, through NADRA online, or by accepted apostille, your attorney in Lahore can sign for you.
Which mission do I use? Montreal for Quebec and Atlantic Canada, Vancouver for Alberta, BC, Saskatchewan, NWT and Nunavut, and Toronto or Ottawa otherwise; confirm with the mission.
Can I do the POA online? Montreal and Vancouver both list online POA attestation through NADRA at CAD 35 if you hold a valid Pakistani NIC.
I am a Canadian citizen with an expired NICOP. What now? Renew your NICOP or apply for a POC through NADRA. You need valid Pakistani ID for most mission services and for the FBR overseas route.
Will I pay non-filer tax on purchase? Not if you are a non-resident NICOP or POC holder using FBR's overseas PSID route, which allows the filer rate.
Do I pay Canadian tax on Lahore rent? Possibly. Ask a Canadian tax adviser how the CRA treats your Pakistani rental income and gains.
What if my plot is occupied while I am in Canada? Complain to OPC Punjab and OPF, and get legal advice quickly.
