Property verification in Pakistan means confirming the seller is the recorded owner (PLRA fard or society records), that the scheme is approved by LDA or the relevant authority, that there are no mortgages, dues or court disputes, and that physical possession matches the record, ideally backed by a PLRA Green Property Certificate.

Property verification in Pakistan has one goal: proving that the person selling actually owns what they are selling, free of loans, disputes and dues. In Punjab, the Green Property Certificate now does much of this work, and it became mandatory for land and property transactions from 1 July 2026. You still need to check the society, the dues and the ground yourself.

Use the checklist below before you pay a token. Each check is cheap compared with the money at risk.

The sections below explain how to run each check.

Check 1–2: Confirm the seller is the recorded owner

Start with the seller's original CNIC. Match the name, father's name and CNIC number with every document they show you.

Then search the land record. On the PLRA Punjab Zameen portal, select the district, tehsil and area, and search by CNIC, owner name or khewat number (ProPakistani). PLRA's site also lists Online Fard and Property Registration services (PLRA).

An online search is a first filter. Get a printed fard from the Arazi Record Centre before you sign. PLRA charges Rs900 for an ordinary copy and Rs4,000 for an express copy under the FY2026-27 schedule (Daily Times).

If the seller's share is only part of a khewat, make sure the area you are buying matches their share.

Check 3: The Green Property Certificate

The GPC is PLRA's official confirmation of ownership and legal standing. It shows that the property is recorded, has no known ownership conflicts and is verified in government land records (Pakistan Observer).

The process covers most of what a careful buyer would check anyway:

  1. Token at the Arazi Record Centre and fee payment at Bank of Punjab or e-Pay.
  2. NADRA biometric verification of the owner.
  3. A review of ownership history for taxes, mortgages and court disputes.
  4. A surveyor visit with GPS marking of boundaries.
  5. Verification by two neighbouring owners registered with PLRA.
  6. Possession verified by a Grade-17 officer or authorised revenue staff.
  7. A 15-day public notice, also posted on the PLRA website.
  8. Final review by an Assistant Director, then "Green Status" and the certificate.

Certificates carry QR codes that owners can use to check records online (APP). Punjab says applications can also be made through relevant authorities or housing societies (Radio Pakistan).

Ask the seller for a current GPC. If they do not have one, make the token conditional on it being issued.

A perfect transfer letter is worthless in an illegal scheme. The LDA regularly publishes lists of illegal housing societies. A list reported in August 2024 named 38 schemes, including Noor Garden on Mominpura Road, Makkah Gardens on Manga Raiwind Road and Gold Asia Orchards on Multan Road (Daily Pakistan).

Lists change, so check the current version on the LDA's own website.

For private schemes in the LDA's area, also check the format of the title. The LDA said file trading would be banned from 1 July 2026, with all transactions moving to officially issued certificates that carry QR codes (ProPakistani). Scan the code and confirm the details match.

Check 6: Verify with the society or authority

Society records are separate from PLRA records. You must check both where they apply.

DHA Lahore

DHA runs a Verification of Property service at Reception. You submit a copy of the allocation, intimation or allotment letter, CNIC copies and a paid Rs2,000 voucher, and collect the verification performa the next day (DHA Lahore). If a dealer applies, their registration card and stamp are required.

LDA schemes

For possession orders, the LDA One Window Cell asks for attested photos, ID copy, ownership and allotment or exemption letters, thumb impressions, a certified copy of the latest sale agreement and biometric data (ProPakistani). Ask the seller to show these.

Other societies

Visit the society office in person. Ask for written confirmation of the plot number, owner name, size and dues. Never accept verification over WhatsApp from a dealer.

Check 7–9: Loans, court cases and dues

A property with a bank charge or a pending court case cannot be cleanly transferred. The GPC review covers mortgages and court disputes, but a lawyer's independent search adds a second layer.

For dues, ask for:

  • Society NDC. In DHA, the NDC requires TIP and property tax clearance from Walton or Lahore Cantt Board, and Excise & Taxation clearance in Phases 11 and 12 (DHA Lahore).
  • Property tax receipts for the last year.
  • Paid utility bills for electricity, gas and water.

Unpaid dues usually pass to whoever holds the property. Settle who pays them in the sale agreement.

Check 10: Power of attorney deals

Many Lahore sales, especially by overseas owners, run through a power of attorney. This is where many frauds start.

  1. Get the original registered or attested power of attorney.
  2. Check it at the office that registered or attested it.
  3. Confirm it covers sale, not just management.
  4. Call the owner directly on a number you find independently, not one the attorney gives you.
  5. Confirm the owner is alive. A power of attorney ends at death.

DHA has separate procedures for Special Power of Attorney issuance and cancellation, so ask DHA whether any SPA on file has been cancelled.

Check 11–12: Physical possession and building approval

Visit the site with the record in hand. Measure the plot and compare it with the documents.

Ask neighbours who lives there and who owns it. The GPC process asks two neighbouring owners to verify possession, which tells you how much weight local knowledge carries.

For a built house, ask for the approved building plan and completion certificate. DHA asks for a completion certificate before it issues an NDC on constructed property.

Red flags that should stop the deal

  • Seller refuses a GPC or society verification.
  • Price far below the FBR valuation for the area.
  • Seller insists on cash or a quick token "before someone else takes it."
  • Documents are photocopies only.
  • The seller is not the recorded owner and has no registered power of attorney.
  • The scheme appears on an LDA illegal list.
  • A "file" is offered in an LDA-area private scheme after 1 July 2026.
  • Neighbours name a different owner or occupant.
