An architect decides how your building looks and how rooms are laid out. A structural engineer decides how it stands up. They size the foundations, columns, beams, slabs and steel so the building carries its own weight, the people and furniture in it, and the forces from wind and earthquakes.
In Lahore you need one most often for a new house, a basement, an extra floor on an old house, or a building that has started to crack. This guide explains the services, how to pick an engineer, how fees are usually worked out and the warning signs to watch for.
What structural engineers do in Lahore
| Service | What it is | When you need it |
|---|---|---|
| Structural design for houses | Foundation, column, beam and slab design with drawings, steel details and calculations | Before you start a new house; before the contractor orders steel |
| Basement structural design | Retaining walls, raft or footing design, waterproofing details and an excavation/shoring plan | Any house or building with a basement |
| Structural audit and inspection | A site check of an existing building, with tests where needed and a written report | Cracks, sagging slabs, leaks, buying an old house, change of use |
| Retrofitting and strengthening | Design of jacketing, extra columns, steel plates or other repairs to bring a weak member back to strength | After an audit finds a problem, or before adding load |
| Additional floor feasibility | A check of whether the existing foundations and frame can take one more storey | Before you build "upar manzil" on an existing house |
| Structure stability certificate | A signed statement that the design is structurally sound | When the approving authority asks for it (see below) |
When the law asks for a structural engineer
The rules depend on who approves your map: LDA, DHA, a cantonment board or a private society. Each has its own bylaws, so ask your architect which ones apply to your plot.
Under the LDA Building and Zoning Regulations 2019 (as amended), which we reviewed:
- A "Structural Engineer" is defined as a consulting engineer registered with the Pakistan Engineering Council (PEC) with 5 years of professional experience.
- For buildings above 38 ft, the structure stability certificate, structural drawings and calculations must be vetted by a structural engineer on the LDA panel.
- No building plan for more than 3 storeys is approved without a frame structure.
- A basement excavation plan must include the design of the retaining structure, and basement foundations must not intrude into neighbouring plots.
Even when a small house does not legally need a stamped structural design, a proper one protects you. Most of the cost of a grey structure goes into concrete and steel, and a design is how you stop a contractor guessing.
How to choose a structural engineer
- Check PEC registration. Every practising engineer in Pakistan registers with PEC. Ask for the PEC registration number and check the card is current. A Registered Engineer (RE) becomes a Professional Engineer (PE) after passing PEC's Engineering Practice Examination; candidates need five years of practical experience after registration.
- Ask for similar work. Someone who designs 5 and 10 marla houses every month is a better fit for a house than someone who only does factories, and the reverse.
- Ask what is in the drawing set. You want foundation plans, column layout, beam and slab plans, sections, reinforcement details and a bar bending schedule, plus calculations if the authority asks for them.
- Ask about site visits. A design is only as good as how it is built. Check how many visits are included, especially for foundation steel and slab steel before concrete is poured.
- Ask about seismic design. Pakistan's earthquake code is the Building Code of Pakistan (Seismic Provisions 2007). Ask the engineer to confirm the design follows it.
- Get it in writing. Scope, number of revisions, visits, timeline and fee should all be in a short engagement letter.
How pricing usually works
There is no fixed public fee schedule for private house design in Lahore, so compare written quotes. Common pricing bases:
| Pricing basis | Usually used for |
|---|---|
| Per sq ft of covered area | New house and building design |
| Lump sum | Feasibility checks, small audits, single-member repairs |
| Per visit | Site supervision and inspections |
| Lump sum plus testing at cost | Audits needing core tests, rebound hammer or rebar scanning |
| Percentage or lump sum of repair works | Retrofitting design and supervision |
What moves the fee:
- Covered area and number of storeys. More floors mean more load paths and more checking.
- Basement. Retaining walls, water table and shoring add a lot of design work.
- Soil information. A soil investigation report helps the engineer design foundations properly; it is usually a separate cost from a geotechnical lab.
- Authority requirements. Vetting by an LDA panel engineer, stamped calculations or society approvals add time.
- Existing buildings. Audits and extra-floor checks need site measurement and often tests, because old drawings are missing or wrong.
- Site supervision. The number of visits is often the biggest variable in the quote.
The process from request to completion
- Post your request with plot size, location, authority (LDA, DHA, society), number of floors and whether there is a basement.
- Share the architectural plan. The engineer designs around the architect's layout. Big column changes should be agreed early.
- Soil report (if needed). For basements, heavy buildings or doubtful ground, get a soil investigation done first.
- Design and drawings. The engineer produces the structural set. Review it with your architect and contractor.
- Approval. Submit with your building plan if the authority asks for structural drawings or a stability certificate.
- Construction support. The engineer checks foundation steel, column steel and slab steel before each concrete pour and answers site queries.
- Close-out. Keep the final drawings. You will need them for any future extra floor or repair.
Red flags
- No PEC number, or reluctance to show it.
- A "free design" bundled with a contractor's quote, with no drawings handed over.
- Drawings copied from another house of the same size with no change for your soil or layout.
- No bar bending schedule or steel details, just column sizes.
- Advice to cut steel or column sizes to save money without a revised calculation.
- No site visits before concrete pours.
- Promises that an extra floor is "no problem" without seeing the foundations.
FAQs
Do I need a structural engineer for a 5 marla house? Under the LDA regulations we reviewed, stamped structural drawings are specifically required above 38 ft, and frame structure is required above 3 storeys. Below that, your authority may not ask for one, but a proper design is still the main protection against an unsafe or wasteful structure.
What is the difference between an architect and a structural engineer? The architect plans spaces, elevation and the map for approval. The structural engineer designs what holds it up: foundations, columns, beams, slabs and steel. Most houses need both.
What is a structure stability certificate? It is a signed statement from a qualified structural engineer that the building's design is structurally sound. LDA asks for it, vetted by its panel engineer, for buildings above 38 ft.
Can a structural engineer tell if my old house can take another floor? Yes. That is an additional floor feasibility check. It involves inspecting and measuring the existing foundations and frame, often with tests, before any answer is given.
Should the engineer visit the site? Yes. Ask for visits at least before foundation, column and slab concrete is poured. Most structural mistakes happen on site, not on paper.
