Most overseas Pakistani property fraud comes from broad or forged powers of attorney, fake or excess plot files, and payments sent to individuals instead of banks; buyers can protect themselves by using limited NADRA-verified powers of attorney, paying through a Roshan Digital Account, verifying title and society approval independently, and complaining to the Overseas Pakistanis Commission, OPF or NAB if things go wrong.

Overseas Pakistani property fraud usually follows one of three patterns: a forged or misused power of attorney, a plot file in a scheme that has no land, or money sent to a person instead of a bank. You can block most of it by keeping any power of attorney narrow, paying through a Roshan Digital Account where the bank screens the seller, and verifying title and scheme approval yourself.

If something has already gone wrong, Punjab's Overseas Pakistanis Commission takes complaints online and on +92 42 111-672-672, according to PITB.

How fraud against overseas Pakistanis happens

Distance is the weak point. You cannot visit the plot, meet the seller or sit in the registrar's office, so you rely on documents and on people.

Fraud type How it works Main safeguard
Forged power of attorney Someone fakes your signature and sells your property NADRA biometric PoA; regular fard and society record checks
Misused real power of attorney A relative or agent with broad powers sells or mortgages Limited, specific PoA; revoke when done
Fake or excess plot files Society sells more files than it has land Verify scheme approval and plot count
Illegal scheme Plot in an unapproved society LDA/RUDA check and QR code
Payment diversion Money sent to an agent never reaches the seller Pay through RDA or bank to seller's account
Occupation after sale Buyer or caretaker takes possession without paying Written agreement, staged payments, OPC complaint

Case 1: A forged power of attorney

In a case reported by Pakistan Today, a woman living in Sweden found that her brother and sister had sold her inherited land around Lahore, including 27 kanals in Mozah Bhanu Chak and 20 kanals in Bata Pur, using a power of attorney with her signatures faked, Pakistan Today reported.

A Punjab Forensic Science Agency report found the thumb impressions on the document were not hers. Her brother was arrested, but she had still not recovered her land years later.

The lesson: forged PoAs are hard to undo once property has moved. Prevention is cheaper than litigation.

Case 2: A caretaker who took over

In another case, from Urdu Bazar, Lahore, a British-Pakistani family alleged that a caretaker appointed after the father's death prepared a sale deed in his own name, Geo News reported. The complaint went to the Overseas Pakistanis Commission in 2016 and then to the Anti-Corruption Establishment. The accused denied the allegations.

The lesson: a caretaker or relative managing property needs written, limited authority, and you need to check the record yourself.

Power of attorney risks and how to limit them

A general power of attorney can let your attorney sell, gift, mortgage or rent your property. That is often far more than you need.

Use these rules:

  1. Make it specific. Name the property (plot number, society, khasra), the single transaction and a minimum price.
  2. Time-limit it. Add an expiry date.
  3. Exclude what you do not need. If you only want a plot transferred to you, do not grant power to sell or mortgage.
  4. Use NADRA's digital PoA. It requires your fingerprints and those of two witnesses, plus a video interview with a consular officer, per the Pakistan Embassy in Denmark. That makes forgery harder.
  5. Register it where needed. Societies keep their own record; DHA Lahore registers a Special Power of Attorney for Rs 10,000 and also processes cancellation, per its service schedule.
  6. Revoke it when done. Cancel the PoA formally with the society or registrar once the deal closes.

NADRA's portal is poa.nadra.gov.pk, open to holders of a NICOP, CNIC or POC, ProPakistani reported.

Plot file and scheme fraud

Files are the second big risk. NAB found that housing schemes in Islamabad and Rawalpindi sold more than 91,000 plots and files beyond their approved layouts and land, and issued about 20,000 memberships with no land behind them, ProPakistani reported.

In the Islamabad Cooperative Housing Society case, about 42,000 files were allegedly issued against land for about 6,000, with irregularities above Rs 16 billion, ProPakistani reported in May 2026.

In Lahore, officials said 206 of 707 schemes under LDA were illegal in 2025, Pakistan Today reported. Before buying any society plot from abroad:

  • search the scheme on the LDA website;
  • scan its LDA QR code, which shows plot count, mortgage and development status, per ProPakistani;
  • ask the society to confirm the file number and registered owner in writing.

Verification you can do from abroad

You do not need to be in Lahore to check most of this.

Check How Cost
Land title (fard) PLRA land record service; overseas requests via a mission Rs 900 standard; US$50 extra via missions
Society property Society verification desk, e.g. DHA Lahore Rs 2,000 at DHA, 24 hours
Scheme approval LDA website and QR code Free
Seller screening Bank screens seller on RDA purchases Bank's fees
Identity of attorney NADRA PoA biometric checks Card fee on portal

PLRA fees are from its FY2026-27 schedule, reported by Daily Times.

Ask a lawyer you hire directly, not one introduced by the seller, to inspect original documents.

Pay through the bank, not through people

The single most effective safeguard is how you pay. Under Roshan Apna Ghar, you select the property and submit title documents; the bank values the property, screens the seller and pays the seller directly, SBP says.

That means your money never sits with a relative or agent. For self-financed and lien-based RDA purchases, SBP says no physical presence is needed for the transfer deed.

If you are not using RDA, pay by bank transfer to the seller's own account, or to the society's account for files, and only against a signed agreement and receipt.

Where to complain if you are defrauded

Body What it handles How to reach
Overseas Pakistanis Commission (OPC), Punjab Property disputes, illegal possession, cooperative society claims Online portal; helpline +92 42 111-672-672
Overseas Pakistanis Foundation (OPF) Complaints referred to NAB under a 2025 MoU OPF; NAB facilitation desks
NAB Housing scheme fraud, allotment disputes Facilitation desks at all NAB offices
Police / courts Forgery, criminal breach of trust FIR, civil suit through a lawyer

The OPC portal, developed by PITB, accepts family and property disputes and cooperative society claims; at the time PITB published its figures, 7,814 complaints had been lodged and 3,579 resolved, per PITB. OPC Punjab has recovered properties for expats, including a plaza and farmhouse in Gujranwala worth Rs 300 million that a buyer occupied without paying in full, the Punjab government reported.

In January 2025, NAB and OPF signed an MoU covering fraud in housing schemes, possession and allotment disputes and financial irregularities by developers, with NAB facilitation desks and a helpline, Profit reported.

Red flags

  • Pressure to send money "today" to a personal account.
  • A relative or agent who resists giving you copies of documents.
  • A request for a general power of attorney "to save time".
  • A society that cannot show its LDA approval or QR code.
  • A price far below similar plots nearby.
  • A seller who will not meet your lawyer or let the bank screen them.

FAQs

Frequently asked questions

How can overseas Pakistanis avoid property fraud?

Use a limited NADRA-verified power of attorney, pay through a Roshan Digital Account or directly to the seller's bank account, and verify the title and the society's approval yourself. Hire your own lawyer to check originals.

What should a power of attorney for property include?

It should name the specific property, the single transaction, a price limit and an expiry date. Leave out powers to sell, gift or mortgage unless you need them, and cancel it once the deal is done.

Where can overseas Pakistanis complain about property fraud?

In Punjab, the Overseas Pakistanis Commission accepts complaints online and on +92 42 111-672-672. NAB runs facilitation desks for complaints referred by OPF or filed directly. Criminal forgery can also be reported to the police.

Can a fake power of attorney sale be reversed?

It can be challenged through police and the courts, and forensic checks can prove forgery. In practice it can take years, as reported cases show. Preventing forgery is far easier than undoing it.

How do I verify a plot in Pakistan while living abroad?

Check the scheme on the LDA website and scan its QR code, request a fard through PLRA for registered land, and use the society's verification desk for society plots. DHA Lahore verifies property for Rs 2,000 within 24 hours.

Is buying through a Roshan Digital Account safer?

It removes payment diversion risk because the bank screens the seller and pays them directly. You still need to check that the society is approved and the title is clean.
