Guide

Architects in Lahore must be registered with the Pakistan Council of Architects and Town Planners (PCATP) under the 1983 Ordinance, and DHA Lahore only accepts building plans signed by an architect registered with both PCATP and DHA; design fees are commonly quoted at 3–8% of project cost.

An architect in Lahore designs your house or building, prepares the drawings that LDA, DHA or a society must approve, and signs them as the responsible professional. Before you hire one, confirm registration with the Pakistan Council of Architects and Town Planners (PCATP), because unregistered practice is an offence and an unregistered person cannot recover fees in court.

What an architect does on a Lahore project

Most Lahore clients hire an architect for a new house, a rebuild on an old plot, or a commercial building on a commercialised road. The work usually runs in this order:

  1. Site study and brief: plot size, road width, setbacks and the family's room list.
  2. Concept plans and front elevation options.
  3. Submission drawings for the approving body (LDA, DHA, Cantonment Board or the society).
  4. Working drawings for the contractor, coordinated with structural, electrical and plumbing engineers.
  5. Site visits during construction, if supervision is part of the contract.

The approving body decides much of the design. DHA Lahore's 2026 Construction and Development Bylaws fix clear spaces, a 39 ft overall height limit from the road crown, and floor-by-floor covered area. A good architect works inside those limits from the first sketch, so the plan does not bounce back at scrutiny.

Registration and who may sign drawings

The legal basis is the PCATP Ordinance 1983. The PCATP handbook sets out the key points:

Rule What it says
Section 28(1) Anyone doing professional architectural or town planning work must be on the PCATP Register or Lists
Penalty Fine up to Rs5,000, plus up to Rs200 a day for a continuing offence
Section 28(3) Falsely claiming registration: fine up to Rs500
Section 28(4) An unregistered person cannot recover fees for the work in any court
Section 27 A Registrar's certificate is proof of whether a name was on the Register

DHA adds its own layer. Under the DHA Construction Regulations (updated 2026), a "registered architect" must be registered with PCATP and with DHA. Building plans must carry that architect's signature, and the architect certifies that they designed all building components. A structural stability certificate comes separately from a registered structural engineer.

LDA's building regulation amendments require structure stability drawings and calculations for buildings above 38 ft. When LDA brought in its Land Use Rules 2020 changes, ProPakistani reported that private architects could process applications for completion certificates.

How architects' fees are usually structured

There is no official fee schedule in the PCATP handbook. Fees are negotiated. A 2026 Lahore cost guide by Dailycapital puts architect, structural and consultant fees at roughly 3% to 8% of total project cost, depending on complexity. The same guide advises keeping 5–10% of the budget as contingency.

Common structures you will be quoted:

  • Percentage of construction cost, covering design through supervision.
  • Per sq ft of covered area for design only.
  • Lump sum by stage: concept, approval drawings, working drawings, supervision.

Get the scope written next to each payment. "Design only" and "design plus site supervision" are very different jobs at very different prices.

Questions to ask before you hire

  1. What is your PCATP registration number, and can you show the certificate?
  2. Are you registered with DHA (or the relevant society) if the plot is there?
  3. Who prepares the structural, electrical and plumbing drawings, and are those engineers registered with the Pakistan Engineering Council? DHA's bylaws define an engineer as one currently registered with PEC.
  4. How many site visits are included, and at which stages?
  5. Who handles submission and follow-up with LDA, DHA or the society?
  6. What happens if the approving body asks for revisions?

Red flags

  • No PCATP registration, or a "partner" who signs for someone else.
  • A plan that ignores the setbacks or height limit and promises to "manage" approval.
  • A quote with no written scope or stage-wise payments.
  • Pressure to start construction before the plan is sanctioned. Unapproved work can be demolished at the owner's cost under DHA's general enforcement provisions.
  • Drawings delivered without structural calculations for a building above 38 ft.

Choosing the right professional

Questions to ask before you hire

  1. Which societies and property types do you handle most?
  2. Can you show recent, verifiable work in this area?
  3. What exactly is included in your fee, and when is it paid?
  4. Will you put the scope, fee and timeline in writing?
  5. Who else will work on my case?

Red flags

  • Asking for token money or fees before any written agreement.
  • Pressure to decide today because "another buyer is waiting".
  • Refusing to show documents, registrations or past work.
  • Offering "guaranteed returns" or files in unapproved schemes.
  • Asking you to pay into a personal account instead of the developer or society.

FAQs

Frequently asked questions

How do I check if an architect is PCATP registered?

Ask for their registration certificate and number. Under section 27 of the PCATP Ordinance, a certificate from the Council's Registrar confirms whether a name is on the Register, so you can also seek confirmation from PCATP directly.

Can a draftsman or contractor sign my house plan?

Not for DHA Lahore. DHA requires plans to be signed by an architect registered with both PCATP and DHA. For LDA and other societies, check their current submission checklist before you pay anyone.

How much does an architect charge in Lahore?

There is no fixed official rate. A 2026 Lahore cost guide puts professional design fees at roughly 3–8% of project cost; your quote will depend on scope, supervision and building size.

Does an architect get my building plan approved?

An architect prepares and signs the submission drawings and usually follows up with the authority. Approval itself is granted by LDA, DHA, the Cantonment Board or the society. This guide is general information; confirm current rates with FBR/the bank/a lawyer before you pay.

How are professionals verified?

Phone verification plus office/business checks; registration numbers (PCATP, PEC, SECP) where declared.

Can professionals pay to rank higher?

No. Ranking uses verified performance.
