Owning a house, flat, plot or shop in Lahore while you live abroad is common. Looking after it from abroad is the hard part. Tenants need finding and checking, rent has to be collected, bills paid, repairs arranged, and an empty property can attract illegal occupation.
Overseas owners in the USA, Canada, the UK, Europe, Australia and the UAE use Houseplot's property management service so that one accountable Lahore team handles all of this, with written agreements, receipts and regular video reports.

How it works, step by step
- Consultation. Tell us the property, your goals (rent, family use, keep vacant) and how you want to be updated.
- Authority to act. A management agreement signed by you, plus a limited power of attorney if needed, executed at a Pakistan mission or through NADRA's online POA (Embassy of Pakistan, Denmark). Keep it limited to management; it should not let anyone sell the property.
- Property inspection. We record the condition on video, check meters, keys and fixtures, and list any repairs.
- Rent estimate and marketing. You approve the asking rent and terms.
- Tenant screening. We share a short report on the shortlisted tenant for your approval.
- Agreement and registration. Rent agreement signed and presented to the Rent Registrar; tenant registered with police.
- Handover. Inventory signed by the tenant, photos taken, keys logged.
- Ongoing management. Rent collection, bills, repairs, inspections and reports.
- Renewal or exit. Rent review, renewal or move-out inspection and deposit settlement.
Tenant screening and police registration
Screening covers the tenant's CNIC, workplace, references and previous landlord. For families we confirm who will live in the property. For companies we check the company and the signing person.
Police registration is required in Punjab. Punjab Police says the Punjab Information of Temporary Residents Act 2015 requires property owners, tenants and property dealers to register tenant information with local police. It can be done online at trs.punjabpolice.gov.pk, or at the nearest police station or Khidmat Markaz with copies of the owner's and tenant's CNICs, recent photos of both and the rent agreement (Punjab Police).
Lahore Police lists the service as free, taking about 15–20 minutes, and asks for the owner's and tenant's ID cards, the rent agreement, an affidavit and the tenant's photo. It issues a certificate after registration (Lahore Police). Because the owner is abroad, we handle this with your authority and send you the certificate.
Rent agreements under the Punjab Rented Premises Act 2009
The Act regulates the landlord–tenant relationship across Punjab and set up Rent Tribunals with exclusive jurisdiction over cases under it; Rent Registrars keep a register of tenancy agreements (Khalid Zafar & Associates).
As summarised by the Express Tribune (source):
- Section 5: a landlord cannot let a building except through a tenancy agreement, which the landlord presents to the Rent Registrar.
- Section 6: the agreement should state rent, rate of increase, due date and method of payment, and any advance rent, security or pagri.
- Section 9: the Rent Tribunal hears cases only where the agreement meets the Act's requirements; otherwise a fine must be paid first.
- Section 15: eviction grounds include expiry of tenancy, rent unpaid 30 days after the due date, breach of terms, use for another purpose and subletting without written consent.
An unregistered agreement weakens your position if there is a dispute. We prepare a clear agreement, have it presented to the Rent Registrar, and keep copies in your file. Confirm the current text and procedure with a lawyer.
Rent collection and remittance
- Rent is paid by bank transfer into your Pakistani account, not in cash to a relative or caretaker.
- We confirm each month's receipt and chase late rent the same week.
- Late payment is handled under the agreement's terms; persistent default goes to a lawyer for notice and, if needed, the Rent Tribunal.
- If you want rent sent abroad, ask your bank about outward remittance rules. Holders of a Roshan Digital Account should check with their bank how rental income is treated.
Maintenance and inspections
- Routine: plumbing, electrics, water tanks, paint touch-ups, AC servicing before summer.
- Emergency: leaks, power faults, security issues. We act within a pre-agreed limit and seek your approval above it.
- Inspections: scheduled visits with photos and video, plus a move-in and move-out comparison.
- Contractors: quotes and receipts sent with each repair.
Vacant property care
Empty houses and plots are where many overseas owners lose control. OPC Punjab has handled cases where a tenant illegally occupied an overseas owner's house in Multan, and where a buyer occupied a plaza and farmhouse in Gujranwala without paying in full (Punjab Govt; Punjab Govt).
For vacant property we:
- secure doors, locks and boundary walls and keep a key log;
- visit on a fixed schedule and record video;
- check meters and bills for unexpected usage;
- keep plots marked and boundaries visible;
- report any trespass immediately and start the complaint route.
Utility bills and taxes
- Utilities: electricity, gas and water bills paid before due dates, with copies sent to you.
- Property tax: urban immovable property tax in Punjab is collected by the provincial Excise, Taxation and Narcotics Control Department. We check the current assessment and pay it on time.
- Income tax on rent: rental income can be taxable in Pakistan through FBR, and may also be taxable where you live (for example IRS, CRA, HMRC or ATO). The ATO, for instance, says Australian residents must declare overseas rental income (ATO). Our statements give your adviser the figures; confirm your obligations with a qualified tax adviser.

Legal protection and complaint routes
- OPC Punjab: complaints from abroad on opc.punjab.gov.pk or via the 24/7 helpline +92 42 111 672 672; they are referred to the relevant department or the District Overseas Pakistanis Committee, chaired at district level with the Deputy Commissioner as vice chair (Sheikhupura District). The PITB portal lists property and family disputes among the complaint types (PITB).
- Overseas Pakistanis Foundation: its complaint cell handles land disputes, unlawful occupation and fraud; +92 51 111 040 040 (24/7), WhatsApp, the OPF portal or a Pakistan mission (OPF).
- NAB: under a January 2025 MoU with OPF, NAB offices have facilitation desks for overseas Pakistanis, including on housing-scheme fraud (APP).
- Police: for trespass or illegal occupation, a complaint at the local police station; OPC and DOPC cases have used local police to vacate properties.
- Rent Tribunal: for non-payment, breach or eviction under the Punjab Rented Premises Act 2009.
- Inheritance: NADRA succession certificates help heirs abroad deal with a deceased owner's property (APP).
Choosing a manager: red flags
- Rent collected in cash with no receipts.
- No written management agreement or fee terms.
- Asks for a general POA that also allows sale.
- No rent agreement registration or police registration.
- Will not send live video of the property on request.
- Uses their own relatives as "tenants".
- Repairs without quotes or receipts.
- Same person controls the keys, the money and the documents with no reporting.
A good manager is happy to be checked. Ask for sample reports and references from other overseas owners.

FAQs
Do I need a power of attorney for property management? Often yes, for registration, utilities and legal notices. Keep it limited to management and never include the power to sell.
Is tenant police registration really mandatory? Yes. Punjab Police says the Punjab Information of Temporary Residents Act 2015 requires it whenever property is rented out.
Do I have to register the rent agreement? Under the Punjab Rented Premises Act 2009, the landlord presents the tenancy agreement to the Rent Registrar. Without it, access to the Rent Tribunal becomes harder.
Can you manage a plot, not a house? Yes. We check boundaries, visit on schedule and report any trespass.
How do I get rent abroad? Rent goes to your Pakistani account; your bank can explain outward remittance options.
What if the tenant stops paying? We follow up immediately, then a lawyer issues notice. Rent unpaid 30 days after the due date is an eviction ground under section 15.
What if someone occupies my empty house? We report it to police and file with OPC Punjab or OPF, and coordinate with a lawyer.
Is rent taxed? Possibly in Pakistan and in your country of residence. Our statements help your tax adviser.
