A first-time home buyer in Pakistan should become a tax filer, budget for roughly the price plus advance tax, stamp duty and transfer fees, check eligibility for the federal Apna Ghar loan (up to Rs10 million at a fixed 5% for 10 years), and verify the title through PLRA or the housing society before paying a token.

For a first-time home buyer in Pakistan, the most useful facts in 2026 are two numbers. The federal Apna Ghar programme lends first-time buyers up to Rs10 million at a fixed 5% markup for the first 10 years. And becoming a filer cuts your advance tax on purchase from 10.5% to 1.25%.

This guide is written for Lahore, where most of our readers are buying. The steps apply across Punjab.

Who counts as a first-time buyer

Under the Prime Minister's Apna Ghar programme, a first-time buyer is a Pakistani citizen with a valid CNIC who does not already own residential property (Aaj News). ProPakistani reports that NICOP and POC holders can also apply (ProPakistani).

That definition matters because it opens the cheapest home finance in the country. Outside the programme, bank home loans are priced off market rates, which are much higher than 5%.

If you already own a plot but no house, you may still qualify. Apna Ghar covers construction on land you already own.

Work out what you can actually afford

Start with the money you have, not the house you want. Add up savings, family support and any loan you are likely to get.

Then subtract the costs that come on top of the price. A first-time buyer in Lahore usually pays:

Cost Typical amount Note
Down payment At least 10% under Apna Ghar Banks finance up to 90%
236K advance tax 1.25% (filer) or 10.5%+ (non-filer) On FBR fair market value
Stamp duty Reported at 1% Confirm with Board of Revenue
PLRA e-registration 0.1%, minimum Rs3,600 FY2026-27 schedule
Society or LDA transfer Varies LDA: 1% of DC value
Green Property Certificate Rs800–Rs950 PLRA fee, revised in 2026
Shifting, repairs, connections Your estimate Often underestimated

Sources: FBR rate card, Profit, Pakistan Observer, ProPakistani.

A simple rule: keep 4–5% of the price aside for taxes and fees, plus a repair budget. If that leaves you short, look at a smaller home or a cheaper block.

Become a filer before you buy

This is the single biggest saving available to most first-time buyers. The FBR rate card updated to 30 June 2026 sets buyer's advance tax under Section 236K at 1.25% for people on the Active Taxpayers List (ATL).

For non-ATL buyers the rate is 10.5% up to Rs50 million, 14.5% from Rs50 million to Rs100 million, and 18.5% above that (FBR).

On a Rs12 million house, that is Rs150,000 as a filer and Rs1.26 million as a non-filer. The difference is enough to furnish the house.

File your return through the FBR's IRIS system and make sure your name appears on the ATL before the registry date. A salaried person with a simple return can often file without a consultant.

Use the Apna Ghar programme if you qualify

The PM's Apna Ghar programme ("Ghar Ho Tu Apna") is run by the Pakistan Housing Authority Foundation with the State Bank of Pakistan and participating banks (Aaj News).

Flat size Up to 1,500 sq ft

How to apply

  1. Go to apnaghar.gov.pk and create an account with your CNIC.
  2. Click "Apply for Loan" on the dashboard.
  3. Fill in personal, employment, income and property details, and choose a bank.
  4. Upload your CNIC, photos, salary slips or bank statements, and property papers if you have them.
  5. Submit, and wait for the bank to verify identity, income, property and credit.

Freelancers and informal workers can show repayment capacity with bank statements, electricity bills or mobile top-up records (ProPakistani).

The scheme has had rejections. Of about 107,000 applications, 27,000 were approved and 13,000 rejected, mainly over loan defaults and poor credit history. Check your credit record before you apply.

If you already own a plot: Apni Chhat Apna Ghar

Punjab runs a separate scheme for people who own a small plot and want to build. Under Apni Chhat Apna Ghar, the provincial government lends up to Rs1.5 million interest-free, repaid over nine years at about Rs14,000 a month (Aaj News).

Eligibility, as reported, requires a plot of up to 5 marla in urban areas or 10 marla in rural areas. Applicants must be from Punjab, with no criminal record and no loan default.

These details come from a December 2024 report. Check the current terms on the scheme's official portal before you plan around it.

Choosing an area in Lahore: start with official values

Market prices in Lahore move fast, and asking prices are often inflated. The FBR valuation table gives you a fixed reference point, because it is the value tax will be charged on.

Area (FBR listing) Residential plot, Rs per marla Superstructure, Rs per sq ft
Bahria Town 1,350,600 2,000
Model Town Extension 1,114,400 1,700
Johar Town 1,570,600 2,000
Model Town (Old) 1,619,400 1,700
Gulberg I–V 2,464,400 1,700

Source: FBR S.R.O. 1722(I)/2024. Check whether a newer table has been notified before you rely on these figures.

Market prices are usually higher than FBR values. Use the table to estimate tax, and to spot a seller asking far above the area's official level.

Visit the area at different times of day. Check water pressure, load-shedding, street flooding after rain and the commute to work or school.

House, flat or plot: what suits a first purchase

A built house lets you move in quickly and stop paying rent. Inspect the structure, wiring, plumbing and seepage, and ask for the approved building plan.

A flat is often the cheapest way into a good area. In DHA Lahore, some towers need an NOC from the operations and maintenance company before transfer, and the buyer signs an undertaking (DHA Lahore).

A plot is cheaper up front but leaves you paying rent and building costs. Only buy a plot if you have a realistic construction budget and timeline.

Verify everything before the token

First-time buyers lose money most often at the token stage. Before you pay, do these checks:

  1. Search ownership on the PLRA Punjab Zameen portal by CNIC, name or khewat number.
  2. Ask the seller for a Green Property Certificate, mandatory for Punjab transactions from 1 July 2026 (TechJuice).
  3. In DHA, apply for property verification at Reception: Rs2,000, ready in 24 hours (DHA Lahore).
  4. Check the society against the LDA's list of illegal schemes.
  5. Confirm no dues are pending. In DHA, the seller's NDC shows this.

Worked example: a Rs12 million house with Apna Ghar

Say you buy a 5-marla house for Rs12 million and the FBR value is the same.

Item Amount
Your 10% equity Rs1,200,000
Apna Ghar loan (90%) Rs10,800,000 (capped at Rs10m, so Rs10,000,000)
Extra equity to cover cap Rs800,000
236K tax as filer (1.25%) Rs150,000
Stamp duty (if 1%) Rs120,000
PLRA e-registration (0.1%) Rs12,000
Cash needed before transfer About Rs2,282,000

Because the loan is capped at Rs10 million, the buyer here needs Rs2 million in equity, not Rs1.2 million. Add the society transfer fee and moving costs to this total.

Common mistakes first-time buyers make

  • Paying a token before the loan is approved.
  • Staying a non-filer and paying 10.5% or more in advance tax.
  • Trusting a dealer's word on a society's approval instead of checking the LDA list.
  • Forgetting that the Apna Ghar loan is capped at Rs10 million.
  • Skipping a structural inspection on an older house.
  • Taking possession without the transfer letter or registered deed in hand.

FAQs

Frequently asked questions

Is there a government loan for first-time home buyers in Pakistan?

Yes. The PM's Apna Ghar programme offers first-time buyers up to Rs10 million at a fixed 5% markup for 10 years, with tenure up to 20 years. You apply at apnaghar.gov.pk and choose a participating bank.

How much down payment do I need for a house in Lahore?

Under Apna Ghar the minimum is 10%. If the house costs more than about Rs11 million, the Rs10 million cap means you will need more. Add 3–5% for taxes and fees.

Can freelancers get a home loan in Pakistan?

Under Apna Ghar, freelancers and informal workers can show repayment capacity through bank statements, electricity bills or mobile top-up records. The bank still checks credit history.

What size house qualifies for the Apna Ghar scheme?

Houses up to 10 marla and flats up to 1,500 sq ft. ProPakistani reports the house limit as 250 square yards.

Do I need to be a filer to buy a house?

No, but non-filers pay far more. The 236K rate is 1.25% for ATL filers and 10.5% to 18.5% for non-filers on the June 2026 FBR rate card.

Which areas of Lahore are cheapest for a first home?

On the FBR table, Model Town Extension and Bahria Town have lower official per-marla values than Gulberg or Johar Town. Market prices vary by block, so compare actual listings and visit before deciding.
