To check a society's NOC in Lahore, identify which authority covers the land (LDA, RUDA or the district council), search the scheme on that authority's website, scan the LDA QR code, and match the approval letter number, approved area and layout plan with what the society is selling.

To check a society's NOC in Lahore, first find out which authority controls the land, then search the scheme on that authority's website and match the approval letter with what is being sold. For most of Lahore that is LDA, whose approved schemes carry a QR code showing plot count, mortgage status and development status, ProPakistani reported. Along the Ravi, it is RUDA; outside both, the district council or local government.

"NOC" is used loosely in the market. What you actually need to confirm is that the scheme's layout plan has been sanctioned, not just that some department has issued a no-objection letter.

What "NOC" really means for a housing scheme

Buyers say "NOC" to mean "approved". Legally, a scheme collects several NOCs and clearances on the way to one final sanction.

Under LDA's draft private housing scheme regulations, clearances or NOCs come from LDA's Metropolitan Planning wing, TEPA (LDA's traffic engineering agency), WASA or the Local Government department, and Irrigation. The Board of Revenue checks land ownership within eight working days, per the LDA draft regulations.

Only after technical scrutiny does the LDA Director General approve the layout plan. That sanction is the document that matters.

Document Issued by Is it enough to buy?
Irrigation NOC Irrigation Department No, one input to approval
Environmental NOC Environment Protection Department / EPA No
Ownership verification Board of Revenue / ADC (Revenue) No
Technical approval / clearance LDA or District Planning and Design Committee No, approval is not yet final
Sanction / final approval letter LDA DG, or local government (Form-D) Yes, this is the key document

What PP1, PP2 and other stage labels mean

Dealers sometimes describe a scheme as at "PP1" or "PP2" or "preliminary approval". These labels do not appear in LDA's draft regulations, which use stages such as clearances, technical approval and final approval. Treat any stage label as a claim to verify, not as approval.

The Punjab Private Housing Scheme Rules 2022, as summarised by a local government office, set out this order, per the approval abstract:

  1. Land status application, with a Rs 1,000 processing fee, and intimation of the land's status under the zone plan.
  2. Scheme approval application with title documents, layout plans, soil report, Irrigation NOC and survey.
  3. NOC verification by Irrigation and Revenue, and ownership check by the ADC (Revenue).
  4. Public notice in two Urdu and one English national daily.
  5. Technical clearance by the District Planning and Design Committee.
  6. Service designs with an Environment Protection Department NOC.
  7. Pre-sanction: fees deposited, transfer deed for public land, mortgage deed for 20% of saleable area.
  8. Registration of deeds in revenue records.
  9. Final approval letter in Form-D.

Until step 9 (or LDA's equivalent sanction), the scheme is not approved. Under LDA's rules, possession cannot be given before sanction.

Step 1: Find out which authority covers the land

Lahore has overlapping jurisdictions. Ask the society which authority approved it, then confirm that the location really falls in that area.

  • LDA: most of Lahore district and its controlled areas.
  • RUDA: the Ravi riverfront and areas notified under the RUDA Act 2020. RUDA has warned that schemes without its approval face legal action, ProPakistani reported.
  • District council / local government: areas outside development authority control, approved under the 2022 rules.
  • DHA and cantonment areas: governed by their own laws and offices; verify directly with DHA.

A scheme approved by the wrong authority for its location is a red flag.

Step 2: Search the LDA website

For LDA schemes:

  1. Open the official LDA website, lda.gop.pk.
  2. Go to the housing schemes section and open the list of approved schemes.
  3. Search the society's name, including older names and each phase.
  4. Note the approval letter number, date and approved area in kanals.
  5. Check the illegal schemes list too, in case one phase is listed there.

Daily Pakistan has described the same search-by-name process. LDA also publishes sanctioned layout plans on its website and in newspapers, under clauses 27 and 28 of the draft regulations.

Step 3: Scan the LDA QR code

Every approved LDA scheme has a QR code, which should appear on the site board and adverts. LDA has told buyers not to invest in a society that does not provide one, ProPakistani reported.

When you scan it, compare three things with the sales office's claims:

  • Total plots: does the number of plots on offer fit within it?
  • Mortgage status: under the regulations, 20% of plots are mortgaged to LDA as development security. These should not be sold until released.
  • Development status: has the sponsor completed or progressed its development works?

Step 4: Check the approved area against what is sold

A real approval for 500 kanals does not cover a 2,000-kanal marketing campaign. NAB found one scheme near Islamabad sought approval for 4,000 kanals in 2022 but marketed itself as an 80,000-kanal project, ProPakistani reported.

Ask for the approved layout plan and check:

  1. Your block and plot size appear on it.
  2. The approved area matches the brochure.
  3. Any "extension" or "new phase" has its own approval.
  4. Commercial areas are within limits. LDA's draft rules cap commercial area at 5% for schemes up to 500 kanal and 10% above that.

Step 5: Verify the land title

Ask for the khasra numbers of the scheme land, then check ownership through the Punjab Land Records Authority. PLRA charges Rs 4,000 for an express copy of a fard and Rs 900 for the standard service fee under its FY2026-27 schedule, APP reported.

The fard should show the land in the name of the sponsor, company or society that holds the approval. If it shows different owners, ask why.

Step 6: Check the society's advertising and site board

Regulators increasingly require schemes to disclose approvals publicly. Faisalabad Development Authority, for example, requires adverts to include the layout plan, plot details, utility sites and mortgaged land, and a site board showing the approved area, APP reported.

Punjab also plans to move NOCs and approvals for private schemes to an electronic system, register property dealers and monitor promotional material, Daily Pakistan reported in September 2026. These are proposals; confirm what is in force when you buy.

Step 7: Ask the authority directly if anything conflicts

If the website, QR code, layout plan and brochure do not line up, write to or visit the authority before paying. Bring the approval letter copy and ask staff to confirm it is genuine and covers the plot you are buying.

FAQs

Frequently asked questions

How do I check a housing society's NOC in Lahore?

Find the authority responsible (LDA, RUDA or district council). For LDA schemes, search the name on lda.gop.pk and scan the society's LDA QR code. Then match the approval letter number, approved area and layout plan with what is being sold.

Is an NOC the same as LDA approval?

No. A scheme collects several NOCs, such as from Irrigation and the environment department, before LDA sanctions its layout plan. Only the final sanction or approval letter means the scheme is approved.

What do PP1 and PP2 mean for a society?

These are market labels, not stages named in LDA's draft regulations. Dealers use them to suggest a scheme is partly approved. Ask for the actual approval letter and check it with the authority.

What does an LDA QR code show?

It shows the scheme's total number of plots, its mortgage status and its development status. LDA says every approved scheme has one and advises against investing in a society without it.

What are mortgaged plots in a housing society?

They are plots, usually 20% of the saleable area, mortgaged to the authority as security for development. They should not be sold until the authority releases them after development. Check the QR code or ask the authority whether your plot is mortgaged.

Who approves housing societies along the Ravi in Lahore?

The Ravi Urban Development Authority regulates areas under the RUDA Act 2020. Schemes there need RUDA approval, and RUDA has warned the public against unapproved schemes in the Ravi riverbed.
