To buy property in Pakistan, fix a budget that includes about 2–4% in taxes and fees, verify the title through PLRA or the housing society, sign a written sale agreement, pay 236K advance tax (1.25% for filers on the FBR rate card updated to June 2026), and complete the registry or society transfer in the buyer's name.

Buying property in Pakistan comes down to four things: a realistic budget, a clean title, a written agreement and a proper transfer in your name. Since 1 July 2026, Punjab also requires a Green Property Certificate for land and property transactions, and the FBR rate card updated to 30 June 2026 puts buyer's advance tax at 1.25% for active filers. Non-filers pay 10.5% to 18.5%.

This guide walks through the process as it works in Lahore and the rest of Punjab, with the fees we could confirm from official and news sources.

Step 1: Set a budget that includes taxes and fees

The asking price is only part of the cost. On top of it you will pay federal advance tax, provincial stamp duty, registration charges and, inside societies, a transfer fee.

Work out your total before you pay a token. Many buyers in Lahore get caught short at the registry stage because they budgeted for the plot and nothing else.

Cost item Who collects it Rate or fee (latest we could confirm)
Advance tax on purchase (Section 236K) FBR, at registration 1.25% of fair market value for ATL filers; 10.5%–18.5% for non-ATL (FBR rate card)
Stamp duty Punjab government Reported at 1% of value (Pakistan Observer); confirm with the Board of Revenue
E-registration charge PLRA 0.1% of value, minimum Rs3,600 (Profit)
Mutation (intiqal) PLRA Rs1,200 ordinary, Rs11,200 express
Green Property Certificate PLRA Rs800 under the FY2026-27 schedule; earlier reported as Rs950
LDA transfer fee LDA schemes 1% of DC value, as revised in 2022 (ProPakistani)
DHA transfer DHA Lahore Depends on phase, size and plot type

Treat these as a starting point. Rates change with each federal and provincial budget.

Step 2: Decide what kind of property you are buying

The paperwork depends on where the property sits. In Punjab there are three broad routes.

Revenue land and old city property. Ownership sits in PLRA records. You will deal with the fard (record of rights), a registered sale deed and a mutation.

Development authority schemes. In LDA schemes such as Johar Town, ownership runs through the authority's own records, and the authority issues the transfer.

Private and defence housing societies. In DHA Lahore, Bahria Town and similar societies, the society keeps its own ownership records. DHA, for example, issues allocation and transfer letters through its Transfer Branch (DHA Lahore).

A major change applies to private schemes in Lahore. The LDA said trading in property files inside its jurisdiction would be banned from 1 July 2026. Plot deals must now use officially issued certificates with QR codes instead of open files (ProPakistani).

If someone offers you an "open file" in an LDA-area private scheme today, ask why it has not been converted.

Step 3: Verify the title before you pay anything

Verification is the step that protects your money. Do it before the token, not after.

  1. Search PLRA records. The Punjab Zameen portal lets you search ownership by district, tehsil and area, using a CNIC, name or khewat number (ProPakistani).
  2. Get the Green Property Certificate. PLRA checks ownership history for taxes, mortgages and court disputes, sends a surveyor, and issues a 15-day public notice before "Green Status" is granted (Pakistan Observer).
  3. Verify with the society. DHA Lahore runs a property verification service with a 24-hour turnaround and a Rs2,000 fee (DHA Lahore).
  4. Check the society is legal. The LDA publishes and updates lists of illegal housing schemes (Daily Pakistan).

Match the seller's CNIC to the name on every record. If the person selling is not the recorded owner, stop and ask for a registered power of attorney.

Step 4: Pay the token and sign a written agreement

In Lahore the first payment is usually called bayana or token. It holds the deal while both sides prepare papers.

Never pay a token on a verbal promise. Put it in a written agreement to sell that states:

  • Full names and CNIC numbers of buyer and seller
  • Exact property details: plot number, block, khasra or khewat number, area
  • Total price, token amount and the payment schedule
  • The date by which registry or transfer must happen
  • What happens to the token if either side backs out
  • Signatures of two witnesses

Pay by bank transfer or pay order, not cash. A bank trail is your proof if the deal goes wrong.

Step 5: Pay federal advance tax under Section 236K

The buyer pays advance tax under Section 236K at the time of registration or transfer. It is calculated on the fair market value, which the FBR sets through its valuation tables.

Fair market value ATL (filer) rate Non-ATL rate
Up to Rs50 million 1.25% 10.5%
Rs50m – Rs100m 1.25% 14.5%
Above Rs100 million 1.25% 18.5%

Source: FBR Withholding Tax Rates Card, updated to 30 June 2026 per Finance Act 2026.

The gap between filer and non-filer is large. On a Rs20 million house, a filer pays Rs250,000 and a non-filer Rs2.1 million. Becoming a filer before you buy is almost always worth it.

Overseas Pakistanis. Under FBR rules, NICOP or POC holders who stayed in Pakistan for less than 183 days in the tax year can pay the filer rate without filing a return. The registering authority creates a PSID through the FBR portal's "Overseas Pakistanis" link, and the Commissioner approves it (FBR FAQs).

Step 6: Complete the registry, mutation or society transfer

How the transfer happens depends on the route from Step 2.

Registry and mutation (PLRA land)

  1. Both parties appear at the Arazi Record Centre or registration office with original CNICs.
  2. Pay stamp duty, 236K advance tax and PLRA charges by challan or e-Pay.
  3. NADRA biometric verification is done for both parties.
  4. The sale deed is registered. PLRA charges 0.1% of value (minimum Rs3,600) for e-registration of a sale (Daily Times).
  5. The mutation (intiqal) is entered in the record of rights in your name.

DHA Lahore transfer

  1. The seller applies for a No Demand Certificate (NDC) and clears all dues.
  2. A transfer appointment is booked at the Transfer Branch.
  3. Seller and buyer both attend.
  4. Transfer documents, government charges and DHA membership fee are submitted within 30 days.
  5. The buyer collects the new allocation or transfer letter with the receipt and original CNIC (DHA Lahore).

Do not release the final payment until you hold the registered deed or the society's transfer letter in your name.

Step 7: Arrange financing if you need it

Most Pakistanis buy with savings or family money. If you need a loan, the federal Apna Ghar programme is the cheapest option on the market for first-time buyers.

It offers up to Rs10 million at a fixed 5% markup for the first 10 years, with tenure up to 20 years and no processing fee or prepayment penalty. Houses up to 10 marla and flats up to 1,500 sq ft qualify (Aaj News). Banks must decide within 15 days (ProPakistani).

Apply before you pay the token. A loan approval takes time, and sellers rarely wait.

Worked example: a 5-marla plot in Johar Town

The FBR valuation table for Lahore (S.R.O. 1722(I)/2024) lists a residential open plot in Johar Town at Rs1,570,600 per marla (FBR). For 5 marla, the FBR value is Rs7,853,000.

Item Filer Non-filer
236K advance tax Rs98,163 (1.25%) Rs824,565 (10.5%)
Stamp duty (if 1%) Rs78,530 Rs78,530
PLRA e-registration (0.1%) Rs7,853 Rs7,853
Approximate total Rs184,546 Rs910,948

This uses the FBR value. If your agreed price or the DC rate is higher, tax may be worked out on the higher figure, so check with the registering office. A Johar Town plot is also an LDA scheme, so add the LDA transfer fee on top.

Common mistakes buyers make

  • Paying a token before verification. The token is the money most often lost.
  • Buying through an unregistered power of attorney. Ask for the registered original and check it at the office that issued it.
  • Ignoring the society's legal status. A cheap plot in an unapproved scheme can never be transferred properly.
  • Staying a non-filer. On a typical Lahore house, the extra 236K tax can exceed the cost of a year's tax return many times over.
  • Releasing full payment before transfer. Keep a final instalment for the day the deed or transfer letter is in your name.
  • Relying on screenshots. Get printed fard, GPC and society verification documents.
