featured_mode: card | illustrationLahore Cantt is a garrison area run by cantonment boards under the Ministry of Defence rather than the LDA, so property there follows the Cantonments Act 1924, the 1937 land administration rules and cantonment property tax.
Lahore Cantt is a garrison area run by its own cantonment boards under the Ministry of Defence, not by the LDA or the city's municipal bodies. It had a population of 374,872 in 2017 and includes the Cantonment proper, Cavalry Ground, Islamnagar and DHA Lahore (Wikipedia). For buyers, that means different landlords, different tax bills and, on some land, leasehold rather than freehold title.
What "Lahore Cantt" means
"Cantt" is short for cantonment, a military station with its own civic administration. Lahore Cantonment is an independent municipality run by a Cantonment Board under the Military Lands & Cantonments Department of the Ministry of Defence, even though it sits inside Lahore district (Wikipedia).
It is also a military hub. The area is headquarters of the Pakistan Army's 4 Corps, and the 10th and 11th Divisions are based there (Wikipedia).
In everyday use, "Lahore Cantt" covers more than the military area. People use it for the whole belt of upmarket housing around the garrison, from Cavalry Ground to the DHA phases (Wikipedia).
Two boards: Lahore Cantonment Board and Walton Cantonment Board
Lahore Cantonment grew too large to manage as one unit. In 1998 it was split into two administrative divisions, creating Walton Cantonment (Wikipedia).
| Board | What it covers (as reported) | Notes |
|---|---|---|
| Lahore Cantonment Board (LCB) | The original garrison area and surrounding localities | Levies property tax within its limits |
| Walton Cantonment Board (WCB) | About 10,000 acres per its zoning plan; population around 700,000; includes DHA housing within its limits | Named after Sir Cusach Walton; Walton railway station is inside it |
Figures from Wikipedia (Walton Cantonment) and Profit. Board limits are set by notification and can change, so confirm which board covers a specific plot with the board office itself.
A short history
The first British garrison in Lahore was a small post in Old Anarkali after the Treaty of Lahore of 9 March 1846 (Dawn). After a cholera outbreak, Sir Charles Napier picked a site away from the civilian city and named it Mian Mir Cantonment.
That site grew into today's Cantt. The colonial pattern of wide roads, low density and separate administration still shapes the area.
Areas inside and around the Cantt
Wikipedia lists the Cantonment proper, DHA Lahore, Cavalry Ground and Islamnagar as Cantt localities (Wikipedia). DHA has its own history: it started as the Civil and Defence Housing Society in 1973, became the Lahore Cantonment Co-operative Housing Society in 1975 and was converted into DHA Lahore in 1999 (DHA Lahore).
DHA says it began with 34,000 kanals and now covers 312,000 kanals (DHA Lahore). That growth is why many people now treat "Cantt" and "DHA" as one market, even though the transfer systems are separate.
What this means in practice:
- DHA plots and houses transfer through DHA's own Transfer Branch, but the cantonment board still bills property tax.
- Old Cantt bungalows may sit on land governed by the Cantonment Land Administration Rules, with the Military Estates Officer holding the records.
- Cavalry Ground and similar localities are mixed. Check each file individually.
Property rules: land classes and leases
Cantonment land is managed under the Cantonment Land Administration Rules 1937 (Military Lands & Cantonments). The rules sort land into three classes.
| Class | Meaning | Usually managed by |
|---|---|---|
| A(1) | Land actively used by the armed forces | Military Estates Officer or the military |
| A(2) | Not in military use, but with military objections to other use | Military Estates Officer |
| B(1)/B(2) | Occupied by a federal department, railway or provincial government | The occupying department |
| B(3) | Held by private persons, with the government keeping proprietary rights | Military Estates Officer (or the Board if assigned) |
| B(4) | Any other land | Military Estates Officer |
| C | Land vested in the Cantonment Board | Cantonment Board |

Three rules matter most to a private buyer:
- Sale needs federal orders. The rules prohibit selling cantonment land without definite orders of the federal government.
- Building-site leases run long but not forever. They are ordinarily granted for at least 30 years and can be renewed up to 90 years.
- The MEO keeps the register. The Military Estates Officer maintains the General Land Register and records transfers, and checks transfer documents so a seller does not claim rights they do not hold.
B(3) land is the category private buyers meet most often. Under the rules, the government can resume such land according to the holding document; without one, it must give a month's written notice and pay the value of the buildings (MLC). Have a lawyer read the grant or lease before you pay.
Property tax in the Cantt
Cantonment boards levy their own property tax. In March 2026 the Lahore High Court dismissed hundreds of petitions and upheld Section 3 of the Cantonments (Urban Immovable Property Tax and Entertainments Duty) Order 1979, which lets boards tax buildings and land on their annual value (ProPakistani).
The bills can be large. In 2022 both boards raised rates on developed societies by more than 300%. Profit reported a one-kanal DHA house bill of about Rs70,000 a year, up from Rs12,000–17,000, and up to Rs143,000 for two kanal (Profit).
The same report listed the relief then on offer:
| Relief | Reported rate (2022) |
|---|---|
| Self-occupied property | One-third reduction |
| House 5–9 years old | 10% rebate |
| 10–15 years | 15% |
| 15–20 years | 20% |
| Over 20 years | Up to 25% |
| Serving government employee (one residence) | 60% exemption |
| Retired government employee | 100% exemption |
These figures are from 2022. Ask the board for the current assessment on your property before you agree a price, and budget for it as a running cost.
Access and commute
The Cantt is well connected by road and rail. Walton railway station lies inside Walton Cantonment and serves commuter trains (Wikipedia).
Gulberg links the Cantonment and DHA to Johar Town, so most Cantt residents reach the city centre through Gulberg (Wikipedia). Some roads near military installations have checkpoints or restricted hours, which can add time. Drive your daily route before you commit.
Checks before you buy in the Cantt
- Identify the board. Ask whether the plot is under Lahore or Walton Cantonment Board.
- Identify the land class. Ask the MEO office whether the land is B(3), C or another class, and get the lease or grant terms in writing.
- Check lease expiry. If the lease ends soon, find out the renewal conditions and cost first.
- Get a property tax clearance. Ask the board for dues to date.
- For DHA files, get a No Demand Certificate and verify the file at DHA (Rs2,000, 24 hours as listed by DHA) (DHA Lahore).
- Confirm building approvals. Additions without board approval can trigger notices.
Red flags
- A seller who cannot show the original lease, grant or allotment letter.
- "Freehold" claims on land the MEO register shows as B(3).
- Unpaid cantonment property tax rolled into the sale.
This guide is general information; confirm current rates with FBR/the bank/a lawyer before you pay.
