Shops for rent in Lahore are found on commercialised roads and in markets such as Gulberg's Liberty and MM Alam Road and DHA's commercial zones; before renting, confirm the building is legally commercial, because the LDA regularly seals shops on residential plots and for unpaid commercialisation fees.
Renting a shop in Lahore starts with one question: is the building legally commercial? The LDA sealed 140 properties in a single June 2026 drive, including shops, cafés and pharmacies, for illegal commercial use and unpaid commercialisation fees, and tenants lose their stock and goodwill when that happens.
Where shops are found in Lahore
Shops sit in three kinds of places, and each carries different legal comfort.
Planned commercial zones in societies. DHA Lahore's master plan marks commercial zones with standard 2, 4, 8 and 32 marla plots and smaller sector shops, under its Construction and Development Regulations. Commercial Broadway is named in those rules. Other societies have their own commercial blocks.
Established markets and commercial roads. Gulberg is Lahore's central business district, and Wikipedia's Gulberg entry names MM Alam Road as a major commercial road and Liberty Market and Hafeez Center among its landmarks.
Commercialised residential roads. Many shops sit on plots converted from residential use along main roads. These are legal only if the LDA has approved commercialisation and the fee is paid.
Why commercialisation status matters
The LDA enforces land use hard. On 24 June 2026 it sealed 140 properties (ProPakistani):
| Area | Properties sealed | Reason |
|---|---|---|
| Gulberg and Model Town Extension | 28 | Illegal commercial use |
| Jubilee Town | 19 | Illegal commercial use |
| Canal Road, Samanabad, Gulshan Ravi | 70 | Unauthorised commercial activity, unpaid commercialisation fees |
| Azam Garden, Mustafa Town | 23 | Recovery drive |
Shops, grocery stores, bakeries, pharmacies, salons, clinics and offices were among them. In February 2026 another 102 were sealed in Faisal Town, New Garden Town, Gulshan Ravi, Samanabad, Pine Avenue and New Defence Road (ProPakistani).
Commercialisation is the owner's cost. Profit reported in 2021 that under the LDA's land use regulations the fee could be paid in instalments over three years, with a 5% discount for paying at once. If instalments are still running, the tenant's shop is at risk when the owner defaults.
What drives shop rent
We don't publish shop rent ranges: Houseplot's indicative data (Oct 2026) does not cover shops. These factors set the rent you will be quoted:
- Footfall. Market streets, main boulevards and corners outrank inner streets.
- Floor. Ground floor shops command the most. DHA's own transfer fees for floors in commercial buildings fall from Rs183.8 per sq ft for the ground floor to Rs36.8 from the fourth floor (DHA schedule of charges), which reflects how the market values floors.
- Frontage and visibility. Width of frontage and signage space.
- Parking. Customers need it, and building rules require it.
- Permitted use. Restaurants, auto workshops and meat or vegetable shops need DHA's prior permission in DHA (Reg. 51), so these uses are worth more where approved.
The lease and the law
The Punjab Rented Premises Act 2009 covers buildings let for "residential or non residential purpose," so it applies to shops.
- The lease must be in writing, and the landlord presents it to the Rent Registrar (s. 5).
- It should state the term, rent, rate of increase, due date, purpose of letting, and any advance, security or pagri (s. 6).
- Subletting or assigning the shop needs the landlord's prior written consent (s. 11).
- A landlord can seek eviction if the term expires, rent is unpaid 30 days after the due date, or the shop is used for a purpose other than the one agreed (s. 15).
Write the exact trade into the "purpose" clause. A pharmacy lease used as a food outlet gives the landlord grounds for eviction.
If the tenant is a company, it must withhold tax on rent under section 155 at 15% for landlords on the Active Taxpayers' List and 30% for those not on it, per the FBR rate card.
Checks before you pay
- Commercial proof. Ask for the LDA commercialisation approval and fee receipts, or the society's commercial allotment.
- Completion certificate. In January 2026 the LDA said it would not issue completion certificates to commercial buildings without a Civil Defence fire NOC (Bloom Pakistan).
- Ownership. Match the landlord's CNIC to the title, or see a power of attorney.
- Utilities. Confirm a commercial electricity meter and paid bills.
- Use permissions. Check whether your trade needs extra permission from the society or a regulator.
- Pagri and advance. Record any pagri, advance and security in the lease, as the Act requires.
Red flags: a shop on a house plot with no commercialisation papers, an owner with LDA notices on the door, a lease without a purpose clause, or cash pagri with no receipt.
This guide is general information; confirm current rates with FBR/the bank/a lawyer before you pay.
