featured_mode: card | illustrationProperty management for overseas Pakistanis in Lahore means appointing a family member, agent or management firm under a written contract with limited authority, registering every tenant with the police, keeping a registered tenancy agreement, and filing rent income with FBR.
Overseas owners in Lahore usually manage property in one of three ways: through a relative, through a local agent, or through a property management firm. Whichever you pick, the safeguards are the same. Sign a written management agreement, keep authority narrow, register every tenancy with the police and the Rent Registrar, and have rent paid into a bank account you control.
When things go wrong, the Punjab Overseas Pakistanis Commission takes property complaints from abroad. Its online system had logged 7,814 complaints and resolved 3,579 at the time PITB published its figures.
Your three options
| Option | Strengths | Weak points | Best for |
|---|---|---|---|
| Family member or friend | Trust, no fee or a small fee | Informal, hard to hold to account, family disputes | One property, close relatives nearby |
| Local agent / dealer | Finds tenants, knows rents in the area | Often focused on letting, not upkeep | Owners who handle repairs themselves |
| Management firm | Written scope, reporting, repairs network | Fee, quality varies | Several properties or long absences |
We did not find a reliable, published source for management fees in Lahore. Ask at least three firms for a written quote that shows what is included (tenant search, rent collection, inspections, repairs supervision, utility bills) and what costs extra.
What a manager should do
A good manager takes the whole tenancy cycle off your hands.
- Find and vet tenants. Check CNIC, employer or business, and previous landlord references.
- Prepare the tenancy agreement with every item required by Section 6 of the Punjab Rented Premises Act 2009: parties, premises, term, rent, yearly increase, payment method, bank details, purpose and any advance.
- Present the agreement to the Rent Registrar, who records and seals it (Section 5).
- Register the tenant with the police within 15 days of possession (LUMS).
- Collect rent into your bank account and send a monthly statement.
- Pay or check utility bills and property tax.
- Inspect the property at set intervals and send dated photos.
- Handle repairs within an agreed spending limit.
- Manage exit: inspection, deposit settlement, meter readings and keys.
The management agreement: clauses to insist on
| Clause | What it should say |
|---|---|
| Scope | Exact services included and excluded |
| Authority | Manager may sign tenancy agreements and register tenants; may not sell, mortgage or transfer |
| Rent flow | Tenant pays directly into owner's account; manager never holds rent in cash |
| Spending limit | Repairs above a set amount need owner's written approval |
| Reporting | Monthly statement, quarterly photo inspection |
| Keys and documents | Owner keeps originals of title documents; manager holds copies only |
| Fee | Amount, basis and when it is paid |
| Termination | Notice period, return of keys and records |
| Disputes | Governing law and forum |
Keep title documents out of the manager's hands. The common pattern in caretaker disputes is a person trusted with a house who later claims it.
Power of attorney: keep it narrow
A manager does not need a general power of attorney to let a house. A management agreement and, where needed, a specific authority letter are usually enough.
If a society requires a power of attorney, keep it specific. DHA Lahore, for example, issues a special power of attorney for construction purposes only, on Rs2,000 stamp paper, at a fee of Rs10,000 and in 15 working days. It must be cancelled before any transfer.
For other purposes, NADRA's digital power of attorney lets you execute one online with biometric verification for you and two witnesses. Name the property and the acts allowed, and set an expiry date.
Legal duties that stay with you as owner
Hiring a manager does not move your legal duties to them.
| Duty | Law | Detail |
|---|---|---|
| Written tenancy agreement | Punjab Rented Premises Act 2009, s.5 | Letting without one is not allowed |
| Habitable premises, taxes, utilities | Same Act, s.12 | Landlord must keep premises habitable and not cut utilities without cause |
| Tenant registration | Punjab Information of Temporary Residents Act 2015 | Within 15 days; free at police station or online |
| Penalty for not reporting | Same Act, s.11 | Up to six months' jail and Rs10,000–100,000 fine |

If a tenant stops paying, Section 15 lets you seek eviction once rent is 30 days overdue. The Rent Tribunal must decide within four months. Without a registered agreement, a landlord pays a fine of 10% of the annual rent value before the Tribunal will hear the case (Section 9).
Rent, tax and records
Rent levels give you a benchmark for what your manager reports. In March 2026, Lahore asking rents were roughly Rs60,000–75,000 for three-marla houses in Faisal Town, Iqbal Town and Samanabad, over Rs100,000 for five-marla houses in DHA, and about Rs300,000–400,000 for one-kanal houses in some DHA phases (Profit).
Rent from property in Pakistan is Pakistan-source income. For tax year 2027, FBR's withholding schedule for individuals under section 155 is:
| Gross annual rent | Tax |
|---|---|
| Up to Rs300,000 | Nil |
| Rs300,001–600,000 | 5% of amount over Rs300,000 |
| Rs600,001–2,000,000 | Rs15,000 + 10% of amount over Rs600,000 |
| Above Rs2,000,000 | Rs155,000 + 25% of amount over Rs2,000,000 |

Punjab also levies urban immovable property tax. Under the 2024 changes, residential property with a taxable value up to Rs5 million is exempt, and higher bands pay the existing tax plus 10% or 20% (KPMG). Ask your manager to send the excise tax challan every year.
When something goes wrong: OPC and other routes
The Punjab Overseas Pakistanis Commission was set up under a 2014 Act of the Punjab Assembly (MOFA). Its PITB-built complaint system lets you register online from abroad and track the case; people without internet access can use the OPC helpline (PITB). Property disputes are one of the listed complaint types.
OPC refers cases to District Overseas Pakistanis Committees. In one case, a Saudi-based owner's Rs12.5 million house in Multan, occupied by a tenant without authority, was vacated and returned after the district committee acted (Punjab Government). In a 2017 case, a UK resident's house in Gujrat was vacated after the tenant had stopped paying rent for months (The Express Tribune).
Not every case ends well. Geo News reported in 2018 on a family whose Urdu Bazar property in Lahore was allegedly taken over by a caretaker using a bogus sale deed (Geo News). For fraud by housing developers or others, NAB and the Overseas Pakistanis Foundation signed an MoU in 2025 to set up complaint desks at NAB offices (Profit).
Red flags
- Manager asks for original title documents or a general power of attorney.
- Rent paid in cash to the manager. Insist on bank transfer to your account.
- No registered tenancy agreement or police certificate on file.
- Tenant changes without your written approval.
- Repairs invoices with no photos or receipts.
- Long gaps between inspections. Ask for dated photos every quarter.
- A fard showing any change you did not make. Check your own record yearly through PLRA or a consulate service.
This guide is general information; confirm current tax and legal rules with FBR, the Rent Registrar or a lawyer before you sign.
