Factories for sale in Lahore are safest in approved industrial estates such as Sundar, Quaid-e-Azam Industrial Estate (Kot Lakhpat) and PSIC estates, because Punjab is relocating thousands of units from residential areas and buyers must also check EPA approval and the estate's transfer rules.
A factory in Lahore is only as safe as the land it stands on. Units inside approved industrial estates are far easier to buy, run and resell than factories in residential or unzoned areas, which Punjab began moving out in 2026.
Where factories are located
The safest stock is inside government estates. Punjab's industries department lists Sundar Industrial Estate (1,767 acres, PIEDMC), SIE-II (Sundar-2, PSIC), Lahore-I (PSIC), Kasur (PSIC) and Quaid-e-Azam Business Park in Sheikhupura (ICID Punjab). PIEDMC also manages Quaid-e-Azam Industrial Estate at Kot Lakhpat (Profit, 17 Oct 2025). Sundar, on Sundar–Raiwind Road, has more than 500 factories in production in sectors from textiles and food to pharmaceuticals and packaging (NEPRA filing).
Many older units sit outside estates. In July 2026, industrialists from Daroghawala, Saggian, Mahmood Booti and Barki Road protested at the LCCI against relocation and LDA/RUDA action, and asked for their areas to be regularised (APP, 14 Jul 2026).

So a cheap factory in a residential street can turn into a sealed building. Price that risk in before you pay.
What drives the price
- Zoning and estate. A plot in a managed estate with grid power and roads holds value. A unit facing relocation doesn't.
- Land vs building vs machinery. Price the land, the shed and any plant separately. A "running factory" sale may include machinery, stock or the business itself.
- Power and utilities. Sanctioned electricity load and water supply are hard to add later.
- Environmental status. Units that need emission control must keep it running. Factories that bypass filtration face sealing and prosecution, according to the Punjab government's anti-smog drive.
Houseplot's indicative price data (Oct 2026) does not cover factories, and we haven't found an official price series. Get an independent valuation.
Documents and approvals to check
- Title and estate transfer. Get the allotment letter and conveyance documents, and the PIEDMC or PSIC transfer procedure in writing.
- Approved building plan. In LDA areas, industrial buildings need an EIA and EPA NOC, and plans on plots over 4 kanals go to committee scrutiny (LDA regulations).
- EPA approval. Section 12 of the Punjab Environmental Protection Act 1997 requires IEE/EIA approval before construction or operation, with fines up to Rs5 million and possible closure for repeat offences (Punjab EPA Act).
- Labour registration. District labour offices in Punjab register and de-register factories (Punjab district labour office). Ask the seller for the registration and plan to update it.
- Utility bills and dues. Check electricity, gas and water bills for arrears, and the estate's maintenance dues.
- Fire safety. Punjab ordered fire-safety audits of commercial and high-rise buildings in January 2026 (Aaj News). Ask for the latest compliance status.
- Taxes. The buyer pays 1.25% (filer) under 236K and the seller 2.75% (filer) under 236C. Non-filers pay far more (FBR rate card 2027). Punjab stamp duty is 1% (The News, Apr 2026).
This guide is general information; confirm current rates with FBR/the bank/a lawyer before you pay.
Red flags
- A factory in a residential area sold as "no issue": check whether it is on the mapped list.
- No EPA approval, or a seller who can't explain the emission-control setup.
- Machinery under bank lien or leased, sold as owned.
- An estate plot transferred on stamp paper only, without the managing company's approval.
