Under the Finance Act 2026, effective 1 July 2026, a filer pays 1.25% advance tax to buy property and 2.75% to sell, while non-filers pay 10.5% to 18.5% to buy and 11.5% to sell, on top of 1% Punjab stamp duty and capital gains tax on profit.

Property tax in Pakistan for FY2026-27 starts with two federal advance taxes: a filer pays 1.25% of the property's fair market value to buy (section 236K) and 2.75% of the sale price to sell (section 236C). Non-filers pay far more, from 10.5% to 18.5% on purchase and 11.5% on sale, according to FBR's Withholding Tax Rate Card updated to 30 June 2026.

On top of that come provincial charges at registration, capital gains tax on any profit, and an annual property tax for owners in cities. This guide lists each one, who pays it and when.

What changed in the 2026-27 budget

The federal budget was presented on 12 June 2026, and the Finance Act 2026 was gazetted with measures taking effect on 1 July 2026. For property, it was the biggest cut in withholding rates in years.

Before the budget, filers paid tiered rates. Buyers paid 1.5%, 2% or 2.5%, and sellers paid 4.5%, 5% or 5.5%, depending on value, as pkrevenue reported. The Finance Act replaced these with flat filer rates of 1.25% and 2.75% at every value.

Other property measures in the Act, as summarised in a commentary on the Finance Act 2026-27:

  • Section 7E omitted. The deemed-income tax on a second or unused property is gone.
  • Late-filer category removed. Rule 1A of the Tenth Schedule, which charged "late filers" higher rates, was omitted.
  • Inherited property. Its cost for capital gains is now the fair market value on the date of the owner's death (section 76(8A)).
  • Family settlements. A settlement among legal heirs after a death is treated as transmission, not a sale (section 79(1)(b)).

The government's case was simple: lower upfront tax should push more deals into the documented system. Property withholding collection was Rs278 billion in FY2025-26, ProPakistani reported, using provisional figures.

Taxes when you buy property

A buyer's biggest federal cost is 236K advance tax. It is charged on fair market value, which in practice is the higher of the declared price and the value in FBR's valuation table for that area.

Fair market value Filer (ATL) Non-filer
Up to Rs50 million 1.25% 10.5%
Rs50m to Rs100m 1.25% 14.5%
Above Rs100m 1.25% 18.5%

In Punjab, the buyer also pays stamp duty. On 10 April 2026 the Governor signed an ordinance fixing stamp duty at 1% for both urban and rural property. The e-stamp is bought online through the Punjab e-Stamping system, which calculates the duty from built-in DC valuation tables.

PLRA and registration charges are small by comparison. For FY2026-27, PLRA's e-registration fee on a sale is 0.1% of land value with a Rs3,600 minimum, and a regular mutation costs Rs1,200.

Taxes when you sell property

The seller pays 236C advance tax at 2.75% if on FBR's Active Taxpayers List (ATL), or 11.5% if not, on the gross sale amount. Unlike 236K, the rate card shows no value bands for 236C: the same rate applies to a Rs5 million flat and a Rs500 million commercial plot.

The seller may also owe capital gains tax (CGT) when filing the annual return. For property acquired on or after 1 July 2024, filers pay a flat 15% on the gain, with no reduction for long holding, Profit reported when the change came in. Property bought on or before 30 June 2024 stays under the older holding-period table, where rates fall to zero after enough years.

Advance tax under 236C is usually adjusted against the final tax in the return. One budget summary reported that 236C becomes a minimum tax if the property is sold within a year of purchase. Confirm that point with a tax adviser before relying on a refund.

Worked example: a Rs20 million property in Lahore

A Daily Pakistan breakdown dated 15 July 2026 shows estimated official costs on a Rs20 million building where both parties are filers.

Charge Paid by Amount (Rs)
236K advance tax (1.25%) Buyer 250,000
Stamp duty (1%) Buyer 200,000
Baldia/TMA charge (1%) Buyer 200,000
PLRA charges Buyer 20,000
Registration fee Buyer 1,000
Miscellaneous Buyer 800
Buyer total 671,800
236C advance tax (2.75%) Seller 550,000
Total official cost 1,221,800

The newspaper called these tentative estimates. Registration and municipal charges vary by district, so check them before you budget.

Now change one fact: the buyer is a non-filer. The 236K charge on Rs20 million jumps from Rs250,000 to Rs2,100,000 at 10.5%. If the seller is also off the ATL, 236C rises from Rs550,000 to Rs2,300,000 at 11.5%. That gap is why most buyers file a return before they buy.

Taxes while you own property

Owning a house in a Punjab city brings an annual urban immovable property tax, paid to the Excise, Taxation and Narcotics Control department. The Punjab Finance Act 2024 moved this tax to a taxable-value basis and exempted residential property up to Rs5 million, according to a KPMG summary of provincial tax laws.

For FY2026-27, the Punjab Finance Bill proposed mandatory e-Pay for property tax, a quarterly (not monthly) late-payment surcharge, a 20% cap on capital-value assessments for owners assessed before 1 January 2025, and a 5% discount under self-assessment, APP reported. Check your challan on the Excise department's system for your exact bill.

Federally, the main ownership tax used to be section 7E deemed income on property beyond your home. The Finance Act 2026 omitted it, after a Federal Constitutional Court ruling that tax could not be charged on notional income, per the Mettis commentary. Rental income is still taxable when you actually earn it.

Taxes that no longer apply

Three charges that buyers worried about in recent years are off the table or reduced:

  1. Federal excise duty on first sale. The 3% FED (higher for non-filers) on first allotment or sale of plots and commercial property was scrapped by a government decision in April 2025, the Express Tribune reported.
  2. Section 7E. Omitted by the Finance Act 2026, as above.
  3. Late-filer surcharge rates. The separate late-filer column in 236C and 236K is gone; the rate card now shows only ATL and non-ATL.

Capital value tax on a resident's foreign assets worth over Rs100 million was also abolished in the 2026 budget. That is a federal tax on overseas holdings, not on property in Pakistan.

Common mistakes buyers and sellers make

  • Assuming the old 2025 rates. Many dealers still quote 1.5% to 2.5% for buyers. From 1 July 2026, a filer pays 1.25% flat.
  • Filing a return but not checking ATL. The rate depends on your name being on the Active Taxpayers List on the day of the transaction, not on having an NTN. You can check by SMS to 9966, per FBR.
  • Declaring a price below the FBR table. Federal tax is worked out on the FBR valuation if your declared price is lower, so under-declaring rarely saves 236K or 236C.
  • Ignoring CGT. The 236C payment at transfer is advance tax. You may still owe 15% CGT on your profit in your return.
  • Trusting verbal fee quotes. Ask for a written list of every charge, with challan numbers, before handing cash to an agent.

FAQs

Frequently asked questions

How much tax is paid on property purchase in Pakistan in 2026?

A filer pays 1.25% of fair market value under section 236K, from 1 July 2026. A non-filer pays 10.5% up to Rs50 million, 14.5% from Rs50 million to Rs100 million and 18.5% above that. In Punjab, add 1% stamp duty and registration charges.

What is the property sale tax for filers in 2026-27?

Filers pay 2.75% of the gross sale price under section 236C, whatever the value. Non-filers pay 11.5%. Capital gains tax may also be due in the annual return.

Is there a late filer rate for property tax now?

No. The Finance Act 2026 omitted Rule 1A of the Tenth Schedule, so there is no separate late-filer rate. If you are on the ATL when you transact, you pay the filer rate; if not, you pay the non-filer rate.

Has section 7E been abolished?

Yes. The Finance Act 2026 omitted section 7E, the deemed-income tax on property. Capital gains tax under section 37 still applies when you sell.

What is the stamp duty on property in Punjab?

Stamp duty is 1% of the property value for both urban and rural areas, under an ordinance signed on 10 April 2026. It is paid through a Punjab e-stamp paper.

Do overseas Pakistanis pay the same property tax?

The rate depends on ATL status, not residence. An overseas Pakistani who files returns and appears on the ATL pays filer rates; one who does not pays non-filer rates.
