Before booking a plot on installments, confirm the scheme's approval with LDA or the relevant authority, get the full price including development and possession charges in writing, read the late-payment, cancellation and refund clauses, and pay only into the society's bank account against official receipts.

Booking a plot on installments is safe only when three things are true: the scheme is approved, the total cost is fixed in writing, and every rupee goes to the society's bank account against an official receipt. Check the scheme with LDA (or RUDA or the district council) before the down payment, because once you have paid, your leverage drops.

Punjab's own figures show why. At a May 2025 meeting chaired by the Chief Minister, officials said that of 707 schemes under LDA, 427 were approved, 206 illegal and 74 still under approval, Pakistan Today reported. Many installment plans are sold in that last group.

The 12-point checklist at a glance

Print this and take it to the sales office.

11 Payment channel Society bank account details Account is in the society's name
12 Receipts and transfer Receipt format, transfer fee Serial-numbered receipts on letterhead

Step 1: Check the NOC before anything else

Start with approval, because nothing else matters if the scheme is illegal. In Lahore, LDA publishes approved and illegal schemes on its website, and Daily Pakistan has explained how to search a society's status on the LDA site.

LDA has also assigned a QR code to each approved scheme. Scanning it shows the total number of plots, the mortgage status and the development status, and LDA has told the public not to invest in a society that does not show a QR code, per ProPakistani.

If the scheme is under the Ravi Urban Development Authority's area, check with RUDA. RUDA has warned that schemes launched without its approval face legal action, ProPakistani reported.

  1. Ask the sales office for the approval letter number and date.
  2. Search the scheme name on the authority's website.
  3. Scan the QR code on the society's board or brochure.
  4. Call the authority's helpdesk if the results do not match.

Step 2: Confirm the plot exists in the approved layout

An approved scheme can still sell plots it does not have. Ask for the approved layout plan and find your block and plot size on it.

Under the Punjab Private Housing Scheme Rules 2022, approval requires a mortgage of 20% of the saleable area as security for development works, according to a local government approval abstract. Mortgaged plots cannot be sold until the authority releases them. Ask whether your plot is a mortgaged plot.

LDA's QR code already shows mortgage status, so use it to cross-check.

Step 3: Get the full price in writing

The advertised installment is rarely the full cost. Before booking, ask the society for a signed price sheet that lists each of these:

  • base plot price and down payment;
  • number and size of monthly or quarterly installments;
  • balloting or confirmation charges, if any;
  • possession charges;
  • development charges and whether they are fixed or "as per actual";
  • corner, park-facing or main-road charges (often a percentage of price);
  • utility connection and transfer fees.

If any line says "to be decided" or "as per society policy", ask for a cap in writing. Development charges are where most buyers get surprised years later.

Worked example (illustrative)

Suppose a 5-marla plan is advertised at Rs 6,000,000 with 20% down and 36 monthly installments. The down payment is Rs 1,200,000 and the remaining Rs 4,800,000 works out to Rs 133,333 a month.

Now add a 10% corner charge (Rs 600,000) and development charges billed later. Your real cost is well above the headline, and none of it is visible in the "Rs 1.33 lakh per month" advert. These figures are for illustration only; use the society's own price sheet.

Step 4: Read the late payment, cancellation and refund clauses

These three clauses decide what happens if your income drops or the society stalls. Read them on the booking form itself, not on a brochure.

Clause What a fair version looks like Red flag
Late payment surcharge Fixed rate, grace period, written notice Unlimited surcharge or "at society's discretion"
Cancellation on default Written notices before cancellation Automatic cancellation after one missed installment
Refund on cancellation Stated deduction and refund timeline "No refund" or refund only "after resale of plot"
Society delay Compensation or exit if possession is late No obligation on the society at all

Islamabad's real estate regulation law, which requires project registration and properly documented contracts, extends only to the Islamabad Capital Territory, ProPakistani explained. In Lahore, check with a lawyer what protection applies to your scheme; in practice, your booking form is the first document any dispute turns on, so its wording matters.

Step 5: Ask for the development timeline

Ask when possession will be given, and what stage of development the block is at. Under LDA's draft regulations, development extensions are capped at a total of two years, and possession cannot be given before LDA sanctions the scheme, per the LDA draft regulations.

Punjab's amended housing rules approved in 2026 also set daily fines of Rs 5,000 to Rs 20,000 for illegal development or delays, and require utilities to be laid underground before roads are built, ProPakistani reported. The rules take effect after gazette notification, so ask the society whether they apply to its scheme.

Visit the site. Roads, sewerage and electricity poles tell you more than a brochure render.

Step 6: Pay only to the society, and keep every receipt

Pay by bank transfer or pay order into an account in the society's or developer's registered name. Never pay into a dealer's personal account, and avoid cash.

For each payment, keep:

  1. the bank transfer slip or pay order copy;
  2. the society's official receipt, serial-numbered, on letterhead, with your file or membership number;
  3. an updated statement of account every few months.

Ask for the statement before any transfer or resale. In disputes over excess files, investigators found that payment and allotment records were missing for thousands of files, according to ProPakistani. Your own paper trail is your proof.

Red flags

  • The society cannot give an approval letter number, or the name on the letter differs from the brochure.
  • "Pre-launch" prices with no layout plan.
  • Pressure to book "today" before a price increase.
  • A dealer's personal account for payments.
  • A booking form that lets the society change the price, size or location at will.
  • Free gifts or guaranteed resale profit.

In Rawalpindi, the development authority has warned that unapproved schemes often sell homes that exist only on maps and in adverts, ProPakistani reported. The same pattern appears around Lahore.

FAQs

Frequently asked questions

What documents should I get when booking a plot on installments?

Get the signed booking form with terms, a copy of the scheme's approval letter, an extract of the approved layout, a price sheet listing all charges, the installment schedule and an official receipt for every payment. Keep your file or membership number letter with them.

How do I check if a society is approved before booking?

In Lahore, search the scheme on the LDA website and scan its LDA QR code. If the scheme is in the Ravi area, check with RUDA; outside these, check with the district council or local government. Do this before paying the down payment.

What are development charges on a plot?

Development charges are fees a society bills for roads, sewerage, water and other infrastructure, usually before possession. They are often not included in the plot price. Ask for the amount, or a written cap, before booking.

Can I get a refund if I cancel an installment plot?

That depends on the refund clause in your booking form. Some forms deduct a percentage and refund the rest within a stated time; others refund only after the plot is resold. Read the clause before you sign.

What happens if I miss an installment?

Most societies charge a late payment surcharge and may cancel the booking after repeated defaults. A fair booking form gives written notice before cancellation. Check the surcharge rate and notice period on the form.

Is it safe to pay installments through a dealer?

It is safer to pay directly into the society's bank account and collect the society's receipt. Payments made to a dealer may not be credited to your file. If you use a dealer, insist that the money goes to the society's account.
