A labour-only contract (sirf labour ka theka) splits house construction in two: you buy cement, steel, bricks, sand and crush, and the contractor brings the workforce and runs the site. Many Lahore owners choose it because they want to see and control every bag and bar that goes into the house.

What's included

Usually the contractor's job Usually the owner's job
Masons (mistri), helpers, steel fixers, shuttering team Buying cement, steel, bricks, sand, crush
Shuttering material (confirm) Water and construction electricity
Mixing, pouring and compacting concrete Termite chemical, DPC material
Brickwork and plaster Conduits, pipes, fittings
Curing (confirm who does it) Engineer inspections
Site clean-up and debris stacking Debris removal (confirm)

Shuttering, scaffolding, the concrete mixer and vibrator are the most common points of dispute. Write down who provides each.

When it makes sense

  • You or a trusted family member can visit the site daily
  • You want to choose material quality and suppliers yourself
  • You have cash flow to buy materials ahead of each stage
  • You have an engineer to check steel and concrete before each pour

If none of these apply, a grey structure contract with materials included may suit you better.

Step-by-step process

  1. Get drawings and a bill of quantities so you know how much material each stage needs.
  2. Get labour quotes from three contractors on the same scope.
  3. Agree the labour rate and how area is measured (covered area, all floors).
  4. Sign a contract listing tools and equipment the contractor brings.
  5. Plan material deliveries a few days ahead of each stage.
  6. Record every delivery in a register: date, quantity, receipt.
  7. Inspect before pours and before plaster.
  8. Pay labour in stages tied to measurable work, not dates.
  9. Reconcile materials at each stage against the expected quantity to spot waste.

Approvals and documents

The owner remains responsible for the approved building plan from LDA, DHA or the society. In LDA areas, the completion certificate depends on building to the sanctioned plan (LDA regulations, reg. 10.9.3). The labour contractor must follow those drawings; do not let changes happen on site without your architect.

What affects the labour rate

There is no confirmed published labour-only rate per sq ft for Lahore in our data. Houseplot construction rate data (October 2026) reports labour at roughly 25 to 35% of grey structure cost, and a Lahore mason's daily wage of about Rs2,260 in January 2026. Ask for written quotes.

Factors that change the rate:

  • Covered area and number of floors
  • Basement work (excavation, retaining walls)
  • Whether shuttering, scaffolding and machinery are included
  • Whether plaster and ceiling plaster are included
  • Complexity of the design (cantilevers, curved walls, double-height spaces)
  • Site access and how far materials must be carried
  • Timeline: faster work needs larger teams

Questions to ask

  1. Is the rate per sq ft of covered area, and what is included?
  2. Who provides shuttering, scaffolding, mixer, vibrator and water pump?
  3. Who cures concrete and plaster, and for how many days?
  4. How many workers will be on site at each stage?
  5. How do you handle material wastage? What is acceptable?
  6. What is the payment schedule, and how much is held until the end?
  7. Who fixes defects found after handover?

Red flags

  • Asking for large advances against "labour arrangements"
  • Asking you to buy far more cement or steel than the drawing needs
  • Unwilling to keep a material register
  • Workers changing every few days with no named supervisor
  • Refusing to wait for engineer checks before pouring

FAQs

Is labour-only cheaper than grey structure? It can be, because you avoid the contractor's margin on materials, but you take on time, storage, theft and wastage risk. Compare the total cost, not just the labour rate.

Who pays for broken bricks and wasted cement? Agree an acceptable wastage level in the contract and how excess wastage is handled.

Can I hire a labour contractor for just one stage? Yes, many work stage-wise, for example only RCC work or only plaster. Define the stage clearly.

Do labour contractors give a defects period? Some do. Ask for it in writing, especially for plaster cracks and slab leakage.
