Administratively, Shadman is Union Council 94 in the Data Gunj Bakhsh Zone of Lahore, alongside areas such as Mozang, Race Course Park and Jinnah Hall (Wikipedia).

• Jail Road is the main east–west road. In 2014 the LDA approved Rs1.5 billion for Jail Road and Main Boulevard signal-free corridors, including a two-way underpass at Fawara Chowk connecting via Shadman Main Boulevard (Express Tribune).

History: from jail to colony

The land has layers of history. Before 1799 it was a cantonment for the forces of Soba Singh, one of the three Sikh sardars who ruled Lahore before Ranjit Singh. Brick kilns on the site later supplied the government complex built there (Dawn).

By 1935 the area was a government complex: Lahore Central Jail, the Women's Jail, the Mental Hospital, the Women's Hospital, a Borstal Institution, a meteorological observatory and the shrine of Baba Shah Jamal. Most of the original jail buildings were later demolished.

Shadman Chowk and Bhagat Singh

Fawara Chowk, also called Shadman Chowk, stands on the former execution ground of the Central Jail, where Bhagat Singh, Rajguru and Sukhdev were hanged on 23 March 1931 (SikhNet).

A proposal to rename the chowk after Bhagat Singh has gone back and forth for years. A Lahore High Court directive of 5 September 2018 ordered the renaming, but in November 2024 the Metropolitan Corporation told the court the plan had been shelved after a committee member objected (ETV Bharat). For buyers, the practical point is simple: the chowk draws occasional gatherings and media attention.

Red flags when buying in Shadman

1. Which land record? Much of this block was government land. Confirm the plot has a clear private title and is not leased or still government-owned. Ask a lawyer to trace the chain back to the original allotment.
2. Commercial use on Jail Road. Offices and clinics are common. Do not pay a commercial premium without written confirmation of permitted use.
3. Old structures. Many houses are decades old. Inspect the structure and get building plan approval checked before you buy.
4. Hospital traffic and parking. Streets near Services Hospital and PIC carry heavy traffic and ambulance movement. Visit at peak hours.
5. Online record check. Search the PLRA record by CNIC, name or khewat (ProPakistani) before you pay any token.

How to verify a property in Shadman: step by step

Shadman's history as government land makes title checks more important than usual.

1. Get the full address. House number, street and whether it is in Shadman Colony itself or a neighbouring colony such as Shah Jamal.
2. Trace the title. Ask your lawyer to trace the chain from the original allotment or sale to the current seller. Gaps in the chain are the main risk in older colonies.
3. Search the land record online. Use the PLRA search by CNIC, name or khewat (ProPakistani).
4. Confirm the record-holding office. Ask which authority holds the property's record and confirm there is no lease or government reversion clause.
5. Check use. Clinics, labs and offices are common near the hospitals. Confirm whether that use is permitted before paying for it.
6. Inspect the building. Older houses may have structural or drainage problems.
7. Pay by bank and keep receipts.

Living in Shadman: what buyers weigh

Few Lahore neighbourhoods are as central. Jail Road, Ferozepur Road and the canal are all at the edge of the colony, and Gulberg is a short drive east. The hospital cluster is a huge practical advantage for families with health needs.

The costs are traffic, noise near the hospitals and Jail Road, and older housing stock. New supply is very limited, so you will usually buy a house and renovate it.
