Buying guide

Before buying a plaza or commercial building in Lahore, confirm the plot's commercialisation and fee payments with LDA, the sanctioned plan and completion certificate (which LDA now ties to a Civil Defence fire NOC), parking compliance, and the tenancy position, since commercial rent carries 16% Punjab sales tax.

A plaza or whole building in Lahore is bought for its rent roll and its land. The value only holds if the building is legally commercial, matches its sanctioned plan and can get or already holds a completion certificate, so most of the work is in the approvals file, not the sale deed.

What counts as a plaza or building here

In Lahore usage, a plaza is a multi-storey commercial block with shops on the ground floor and offices, clinics, academies or flats above. A "building" may also be a converted house on a main road, a mixed-use block, or a purpose-built office.

They sit in a few kinds of locations: - Designated commercial plots in approved schemes such as DHA, Johar Town and Bahria Town. - Main roads LDA has listed for commercialisation, where residential plots convert on payment of fees. - Older markets and roads in the central city.

Rules that decide what can be built

LDA's building regulation amendments contain the proposed limits buyers should compare against the actual building:

Item Proposed LDA rule
Designated commercial plots FAR up to 1:6; coverage 7/8 ground floor, 3/4 above
Commercial buildings by plot size Under 3 marla 1:2.5; 3 to under 10 marla 1:3; 10 marla+ 1:4.5
Converted plots Ground coverage 65%; FAR 1:2.4 up to 38 ft, rising with height
Height on converted plots Road width x 1.5 plus setback; extra charges above 38 ft
Parking (offices, shops) 1 car space per 1,000 sq ft of floor area, plus motorcycle area of 16% of car parking
Structural Stability drawings and calculations above 38 ft

On height by plot size, ProPakistani reported in December 2022 that LDA allows seven or more storeys on 4 kanal plots or larger, ground plus six on 2 to 4 kanal, and ground plus four on 10 marla or more.

A building with floors beyond its sanctioned plan is a liability. Ask for the plan and count the floors yourself.

Approvals and enforcement

Commercialisation. On a converted plot, the owner must hold a commercialisation letter and fee receipts. LDA's Land Use Rules 2020 divide roads into List A (commercial use allowed) and List B (not allowed), and a Profit investigation found LDA recalculating fees where properties on List B roads had been wrongly declared commercial.

Sealing. LDA sealed 102 illegal commercial properties in one February 2026 crackdown and 140 more in June 2026, across Gulberg, Model Town Extension, Jubilee Town, Canal Road and other areas.

Fire safety. Since January 2026, LDA has said it will not issue completion certificates for commercial plazas without a verified Civil Defence NOC, with joint inspections of existing buildings with Rescue 1122.

Rent roll and tax

Houseplot's indicative price data (Oct 2026) does not cover plazas or whole commercial buildings, so we do not quote prices or yields. Build your own figure from the actual leases.

From 1 July 2025, Punjab charges 16% sales tax on non-residential rent through the Punjab Revenue Authority. Check whether current leases say who bears it.

Transfer taxes for tax year 2027 under the FBR rate card: 236K for buyers is 1.25% (filer) and 10.5–18.5% (non-filer, by value band); 236C for sellers is 2.75% (filer) and 11.5% (non-filer). Punjab stamp duty is 1%, The News reported.
