featured_mode: card | illustrationParagon City on Barki Road is the more expensive, more settled society with a long-running dispute over whether it needs LDA approval, while Park View City on Multan Road is cheaper with an approved 765-kanal River Edge core but extensions named on an LDA illegal list and blocks that flooded in August 2025.
Neither society has a clean approval record, so read the legal section before the prices. Paragon City is not on the LDA's approved lists and the LDA has written that it lacked LDA approval. Park View City grew out of River Edge, which the LDA approved on about 765 kanal, while "Park View Villas" appears on a 2024 LDA illegal list.
Paragon City suits buyers who want a built-up society close to the Cantonment and will pay more for it. Park View City is cheaper, but its riverside blocks flooded in August 2025, so it suits only buyers who can check the exact block's legal and flood history.

Location and commute
Paragon City gives its head office as Barki Road, Lahore Cantt, and describes itself as just across from the cantonment (Paragon City; contact page). The Supreme Court record describes about 7,002 kanal across several mauzas of Tehsil Cantt (Supreme Court of Pakistan).
Park View City is on the other side of the city. It sits on Multan Road, a short distance from Thokar Niaz Baig (Profit).
So the choice partly follows your work. East Lahore, the Cantonment and the airport side point to Paragon. Thokar, the motorway and Multan Road point to Park View City.
Approval and legal status
Paragon City. The scheme was approved by the TMA of Aziz Bhatti Town in January 2005. LDA letters in 2014 and 2016 said the project lacked LDA approval (Supreme Court of Pakistan). In its case against Khawaja Saad Rafique and his brother Salman, NAB argued the approval was based on forged documents, and called it "an illegal society and not approved by the Lahore Development Authority" (Pakistan Observer, Feb 2020).
Hearing the Khawaja brothers' petitions in March 2020, the Supreme Court noted that the prosecution had not explained when or under what law the area fell under LDA jurisdiction (Supreme Court of Pakistan). In March 2023 an accountability court acquitted the Khawaja brothers because amendments to the accountability law removed its jurisdiction (ProPakistani). That ended the case against them; it did not grant LDA approval.
Paragon City is not on LDA's approved or illegal lists in an October 2026 compilation (Avenir Developments). In plain terms, its status is disputed, not settled.
Park View City. It began as River Edge, launched in 2004 and approved by the LDA in 2006 on about 765 kanal. Vision Developers bought it in 2010 and renamed it, a name change that was never approved. In 2012 the LDA refused an extension because it included agricultural land (Profit).
A Punjab minister said in 2022 the LDA had sent 17 notices and alleged 15,000–16,000 extra plots were sold. These were political claims, and the society said the matter was in court (Profit, Nov 2022). LDA's August 2024 illegal list names "Park View Villas, 3 km from Thokar Niaz Baig, adjacent to River Edge" (Daily Pakistan). A May 2025 approved copy shows "River Edge (Revised)" in Mouza Shahpur Kanjran (Pakistan Observer).
Part of the land falls under RUDA, which has said illegal societies will not be approved under its master plan (Profit). Ask which authority covers your block.
Prices and value
Sizes present in both societies, with per-marla figures as our arithmetic on Houseplot's indicative price data (Oct 2026). One kanal is 20 marla.
| Size | Paragon City | Per marla | Park View City | Per marla |
|---|---|---|---|---|
| 5 marla plot | about 95 lac–1.2 crore | 19–25 lac | about 48–78 lac | 9.6–15.6 lac |
| 10 marla plot | about 1.65–2.4 crore | 16.5–24.5 lac | about 98 lac–1.6 crore | 9.8–16.5 lac |
| 1 kanal plot | about 3.2–4.2 crore | 16–21.2 lac | about 2.4–4.2 crore | 12–21.2 lac |
| 5 marla house | about 2.25–3 crore | 45–60 lac | about 1.65–2.5 crore | 33–50 lac |
| 10 marla house | about 4.5–6 crore | 45–60 lac | about 4–5 crore | 40–50 lac |
Paragon is dearer at every size. The gap is widest for 5 marla plots, where Paragon's low end is above Park View City's high end. Houses are closer, especially at 10 marla.
For 1 kanal houses, our data covers Paragon City only (about 6.25–10 crore). The marla basis can differ by society, so check the square feet on the allotment.
Development and amenities
Paragon says it was established in 2003 and has "10+" delivered blocks, underground electricity and gas, a theme park and a sports complex (Paragon City). Its own page gives two different family counts, 8,000 and 10,000-plus, so treat its numbers as marketing. The Supreme Court record mentions about 8,000 purchasers (Supreme Court of Pakistan).
Park View City's former MPA said more than 4,000 homes had been built (Profit).
The big Park View City issue is water. On 29 August 2025, residents said almost half the society was flooded. Diamond, Crystal, Silver, Tulip (Extension), Overseas (Extension) and Platinum blocks had five to six feet of water in most houses (Dawn). In April 2026 the developer published sponsored content about a Ravi embankment visit with RUDA's chief executive, but it gave no specifications (Dawn, branded content). Ask for the embankment's completion status in writing.
Rental demand
Both societies have house rents in Houseplot's indicative price data (Oct 2026):
| House size | Paragon City | Park View City |
|---|---|---|
| 5 marla | Rs85,000–100,000 a month | Rs90,000–105,000 a month |
| 10 marla | Rs160,000–190,000 a month | Rs125,000–160,000 a month |
The 5 marla market is close. For 10 marla, Paragon rents more.
Rough gross yield, our arithmetic on midpoints: a 10 marla house earns about 4% a year in Paragon and about 3.8% in Park View City. A 5 marla house is about 4.2% in Paragon and about 5.6% in Park View City. Park View City's 10 marla rent rests on few listings, so treat it loosely. Yields ignore vacancy, tax and repairs.
Resale and liquidity
When RUDA acted in Park View City's riverside area, agents stopped buying and selling files and some buyers wanted refunds (Profit). That shows how fast liquidity can dry up when approval is challenged.
The LDA also banned property file trading in private schemes in its area from 1 July 2026 (ProPakistani). Paragon's houses in built blocks are likely easier to sell than Park View City's extension plots, but neither is as liquid as a society with a clean LDA record.
Red flags for each society
Paragon City 1. A seller who says "LDA approved" without a document. The LDA has said otherwise. 2. Land with an unresolved title or exchange dispute; the Supreme Court record mentions state land exchange notices. 3. Blocks that are not delivered.
Park View City 1. Any plot outside the approved River Edge area. 2. Flooded blocks named in August 2025, unless you have seen the embankment and drainage work. 3. Files instead of certificates after July 2026.
Who should choose which
- Family wanting a built-up society near the Cantonment: Paragon City, in a delivered block.
- Tenant-focused investor: Paragon City for 10 marla; Park View City 5 marla only if the block did not flood.
- Thokar or Multan Road commuter: Park View City, inside the River Edge core.
- Budget plot buyer: Park View City is cheaper, but legal and flood checks come first.
- Overseas or risk-averse buyer: consider neither until a lawyer has read the approval papers for your block.
