featured_mode: card | illustrationEtihad Town appears on a November 2025 published copy of LDA's approved list and is the pricier option on Raiwind Road (10 marla plots roughly 2.1–2.9 crore, Houseplot's indicative price data, Oct 2026), while Park View City on Multan Road is cheaper (roughly 0.98–1.6 crore) but did not appear on the approved-list copies we checked and had six blocks flooded by the Ravi in August 2025.
Approval and flood risk come first here. Etihad Town appears on a November 2025 published copy of LDA's approved list; Park View City did not appear on any approved-list copy we checked, and in August 2025 Ravi floodwater entered six of its blocks (Pakistan Observer; Dawn).
Park View City is roughly half the price per marla for plots. Etihad Town suits buyers who want clearer paperwork on Raiwind Road; Park View City suits only buyers who have confirmed its status with LDA and RUDA themselves and accept the flood question.

Approval and legal status
Park View City. We checked four published copies of LDA's approved list: Pakistan Observer's May 2025 and November 2025 lists, ABS Developers' October 2025 list and Plotistan's copy. None names Park View City (Pakistan Observer, May 2025; Pakistan Observer, Nov 2025; ABS Developers; Plotistan). That does not prove it is unapproved. Approval may sit with another authority, such as RUDA along the Ravi, or under an older scheme name.
The history is tangled. Profit reported in 2022 that River Edge housing society, launched in 2004, was bought in 2010 by Aleem Khan's Vision Developers and renamed Park View Villas. A Punjab minister then said River Edge was approved for only 765 kanals and alleged that 15,000–16,000 extra plots had been sold in a green area; those were allegations, and no response from the developer was included (Profit). Daily Pakistan's August 2024 copy of LDA's illegal list includes "Park View Villas, 3-KM from Thokar Niaz Baig adjacent to River Edge Housing Scheme" (Daily Pakistan).
The sources we opened do not say exactly how Park View City's blocks relate to Park View Villas or River Edge. Ask LDA and RUDA in writing which approval covers the specific block, and get the approval letter number.
Etihad Town. The November 2025 approved-list copy shows "Etihad Town Housing Scheme, Mouza Rakh Khamba & Ameerpura", "Etihad Town Premier Enclave Housing Scheme" and "Etihad Town Phase-II, Jedu" (Pakistan Observer). Plotistan lists the main scheme as approved for 1,614.32 kanals (Plotistan). The developer markets other blocks, such as a Phase I "Overseas Block" launched in March 2026, so check that each block you buy into is covered.

Location and commute
Park View City is on Multan Road, "on the edge of the Ravi river," and is developed by Vision Group, run by Aleem Khan (Soch Fact Check). Multan Road gives access to Thokar Niaz Baig and the motorway side.
Etihad Town is on Main Raiwind Road. Its Phase II sits on Pine Avenue and links to Ferozepur Road, Raiwind Road and Jia Bagga Road, according to a developer release (ProPakistani, Sep 2026). Another release claims links to the Ring Road, Canal Road and Thokar Niaz Baig (ProPakistani, Mar 2026). These are marketing claims; test the drive yourself.
Flood risk
On 30 August 2025 Dawn reported that Ravi floodwater had entered Park View City. A resident said almost half the society was under water, naming the Diamond, Crystal, Silver, Tulip (Extension), Overseas (Extension) and Platinum blocks, with five to six feet of water in most houses. An agent estimated 1,500–2,000 houses, mostly 5 marla, were submerged (Dawn).
The developer said no floodwater had entered. Soch Fact Check rated that claim false, verifying a breach in the Platinum Block through geolocation and satellite imagery (Soch Fact Check). In April 2026 RUDA's chief executive visited embankment construction at the society, per a press release that gave no length or completion date (ProPakistani).
We found no flood reports for Etihad Town in the sources we opened.
Prices and value
Per-marla view from Houseplot's indicative price data (Oct 2026), our arithmetic:
| Type and size | Park View City | Etihad Town |
|---|---|---|
| House, 5 marla | about 33–50 lac/marla | about 61–80 lac/marla |
| House, 10 marla | about 40–50 lac/marla | about 60–69 lac/marla |
| Plot, 5 marla | about 9.6–15.6 lac/marla | about 19.6–30 lac/marla |
| Plot, 10 marla | about 9.8–16.5 lac/marla | about 21–29 lac/marla |
| Plot, 1 kanal | about 12–21 lac/marla | about 10–24 lac/marla |
House figures include the building.
Etihad Town costs roughly twice as much for 5 and 10 marla plots, and its houses carry a large premium too. The gap is consistent with buyers discounting Park View City for approval and flood risk, though our data cannot prove the cause. The 1 kanal plot ranges overlap, but Etihad's range is very wide.
Worked example. With roughly 1.5 crore, you can buy near the top of Park View City's 10 marla plot range, or a 5 marla plot at the top of Etihad Town's range.
The revenue marla is 272.25 sq ft (Wikipedia); check the square footage on the site plan.
Development and amenities
Etihad Town. The developer says Premier Enclave, launched in 2024, was handed over in February 2026 as "the fifth project delivered ahead of schedule out of the nine developments initiated by Etihad Town since 2017" (The Nation). Phase II possession followed in September 2026, with a cricket stadium as the venue (ProPakistani). These are promotional pieces with no independent check.
Park View City. We could not open an official page for its amenities. Its sourced recent news is about flooding and the embankment. Visit the block, ask about drainage and insurance, and talk to residents.
Rental demand
Houseplot's indicative rent data (Oct 2026):
| Property | Park View City | Etihad Town |
|---|---|---|
| House, 5 marla | about Rs90,000–105,000 | about Rs130,000–165,000 |
| House, 10 marla | about Rs125,000–160,000 | No data |
Etihad Town's 5 marla houses rent for more, but they also cost much more. Using the midpoints, our arithmetic gives Park View City a higher gross yield on 5 marla houses; treat this as indicative, since sale and rent samples differ.
Resale and liquidity
Etihad Town's listing on the approved list helps resale, because banks, buyers and registrars can check it. Park View City's uncertain approval and flood history can slow resale and depress prices, and LDA has asked revenue staff to stop registries and mutations in illegal schemes (Dawn). If a block is affected, a buyer may struggle to get a registry.
Risks and red flags
Park View City - Not on the approved-list copies we checked; related Park View Villas on an illegal list. - Six blocks flooded in August 2025; developer claims rated false. - Embankment work under way with no published completion date.
Etihad Town - Heavy marketing in partner content; claims are not independently verified. - Newly launched blocks: confirm each is inside an approved layout. - Thin rent data beyond 5 marla houses.
This guide is general information; confirm current rates with FBR/the bank/a lawyer before you pay.
Who should choose which
Choose Etihad Town if: - You want a Raiwind Road scheme that appears on LDA's approved list. - You can afford roughly twice the per-marla plot price. - You want a 5 marla house to rent out in a developing area.
Choose Park View City only if: - You have written confirmation of your block's approval from LDA or RUDA. - You have checked the block's flood history and drainage. - You are buying cheap, for the long term, and can wait out the legal and flood questions.
