featured_mode: card | illustrationBoth are among Lahore's cheapest outer schemes; New Lahore City has an approved original scheme but Phases III and IV are on the LDA illegal list and the LDA demolished structures linked to it in October 2026, while Lahore Motorway City near Kot Abdul Malik on the M-2 claims RUDA approval and has faced NAB possession complaints, so either is only for buyers who verify the exact phase.
These are two of Lahore's cheapest outer schemes, and both need hard checking. New Lahore City's original scheme and Phase II appear on LDA approved list copies. But Phases III and IV are on the LDA illegal list, and the LDA demolished structures linked to New Lahore City in October 2026. Lahore Motorway City, near Kot Abdul Malik on the M-2, claims RUDA approval and has faced NAB complaints from buyers who say they paid in full but have no possession.

Location and commute
New Lahore City lies south-west of the city. A reproduced LDA approved list puts the original scheme in Sundar (ABS Developers). A November 2025 copy gives its mouzas as Maraka, Sultanke and Khudpur, and Phase II's as Sultankey (Pakistan Observer). The illegal list places Phase III on UBD Canal Road and Phase IV on Sundar–Raiwind Road (Pakistan Observer, Apr 2025).
Lahore Motorway City is on the opposite side of Lahore. An agency page places it at Kot Abdul Malik along the M-2, near the Kot Abdul Malik interchange. It quotes about 12 minutes to Thokar Niaz Baig and 13 minutes to the airport (Wirasat). Those drive times are promotional and look optimistic, so test them yourself.
Daily commute: New Lahore City points towards Raiwind, Thokar and Multan Road. Lahore Motorway City points towards Shahdara, Sheikhupura and the motorway north.
Approval and legal status
Read this section before the prices.
New Lahore City has approved and illegal parts:
- Approved: "New Lahore City | Sundar | 11-01-2011 | 346.9 | Zaitoon Developers" in a reproduced LDA list (ABS Developers, Oct 2025). The November 2025 copy lists "New Lahore City Housing Scheme" and "New Lahore City Phase-II".
- Illegal: "New Lahore City Phase-III" (Mouza Sultankey, UBD Canal Road) and "New Lahore City Phase-IV" (Mouza Sultankey, Sundar–Raiwind Road), on the April 2025 illegal list copy.
- Enforcement: On 12 October 2026 the LDA demolished boundary walls, offices and roads linked to illegal schemes on Sundar–Raiwind and Multan roads. New Lahore City was one of the six named, though the report didn't say which phase (ProPakistani).
- NAB: In March 2025 disciplinary action was ordered against its administration after complaints (Dawn). It was named again among societies facing complaints at an August 2026 open court (Dawn).
Lahore Motorway City is outside the LDA lists we checked. The agency page says RUDA declared it legal. The same page also says the LDA "is also clear", while its FAQ says the project falls under RUDA, not the LDA (Wirasat). An agency's RUDA list shows "Green View Cooperative Housing Society/Lahore Motorway City Phase 1 | Sheikhupura | Approved" (Direct Deal). These are secondary sources that conflict, so confirm with RUDA which phase and blocks are approved.
NAB complaints:
- July 2023: victims from Lahore Motorway City raised complaints at a NAB open court (ProPakistani).
- August 2023: affectees said they had paid in full but had no possession (Dawn).
- September 2024: more complaints, and the NAB DG directed immediate redress (Dawn).
Prices and value
Both societies have plots in all three sizes and 5 marla houses in our data. The per-marla figures are our arithmetic, using 20 marla to a kanal.
| Size | New Lahore City, per marla | Lahore Motorway City, per marla |
|---|---|---|
| 5 marla plot | about 4.2–8.6 lac | about 3.8–6 lac |
| 10 marla plot | about 3.6–7.8 lac | about 3.1–4.8 lac |
| 1 kanal plot | about 3.4–7.9 lac | about 4.1–4.6 lac |
| 5 marla house | about 28–33 lac | about 14–28 lac |
These are some of the lowest per-marla numbers in Houseplot's Lahore data. A 10 marla plot is about 36–78 lac in New Lahore City and about 31–48 lac in Lahore Motorway City.
New Lahore City's ranges are wider. That fits a society where approved and illegal phases trade side by side. A plot at the bottom of the range may well be in Phase III or IV.
New Lahore City also has 10 marla houses at about 2.8–4.3 crore. We have no 10 marla house figure for Lahore Motorway City.
A low price is not value if the phase is illegal or possession never comes. Price the risk in, or walk away.
Development and amenities
We found no independent, recent account of development in either society.
For Lahore Motorway City, the agency page says "roughly 45%" of construction is done and lists planned parks, mosques, schools and a hospital. The same section mentions names from other projects, which suggests copied text (Wirasat). It claims about 10,000 kanals in total, with 3,520 kanals approved for Phase 1. Ask RUDA to confirm the approved area.
For New Lahore City, the honest position is that development varies by phase. The October 2026 demolitions removed roads and walls linked to illegal parts.
Rental demand
Houseplot's rent data (Oct 2026) has no rows for either society. Outer schemes like these usually have few tenants until enough families live there. Don't buy either for rental income without signed rent evidence from the street you are considering.
Resale and liquidity
Both are thin resale markets. Buyers are price-sensitive, and many will walk away once they learn a phase is on the illegal list or under NAB complaint.
In New Lahore City, a plot in the original approved scheme with a clear transfer record should resell. A Phase III or IV file may become hard to sell at any price after the LDA action.
In Lahore Motorway City, resale depends on whether your block is inside the RUDA-approved area and has possession.
Red flags in each society
New Lahore City
- Any file in Phase III or Phase IV. Both are on the LDA illegal list copy.
- Dealers who say "it's all New Lahore City" without naming the phase.
- Boundary walls or offices removed in the October 2026 operation near your plot.
- An unresolved NAB complaint against your batch of files.
Lahore Motorway City
- Approval claims that switch between RUDA and the LDA.
- Blocks outside the approved Phase 1 area.
- Full payment demanded with no possession date in writing. This was the complaint before NAB.
- Promotional drive times that don't match a real test drive.
Who should choose which
- Buyer who must stay under 50 lac for a plot: both fit on price. Choose the one where you can confirm approval for the exact block.
- Buyer working near Raiwind, Thokar or Multan Road: New Lahore City, original scheme only.
- Buyer using the M-2 towards Sheikhupura or Islamabad: Lahore Motorway City, if RUDA confirms the block.
- Family wanting to move in soon: neither is a strong choice on our evidence. A developed society nearer the city may cost more but fits better.
- Buyer who can't spend time on legal checks: skip both.
