featured_mode: card | illustrationBoth are the LDA's own schemes, so neither needs private-scheme approval; LDA City on Ferozepur Road is cheaper per marla for 10 marla and 1 kanal plots and has given possession of more than 6,500 plots, while LDA Avenue 1 on Raiwind Road is older and closer to Thokar but, as of December 2025, still lacked gas, water and civic facilities in several blocks.
LDA City and LDA Avenue 1 are both run by the Lahore Development Authority itself, so the approval question is simpler than in private societies. The real question is delivery: LDA City is newer, cheaper per marla for larger plots, and has handed over more than 6,500 plots. LDA Avenue 1 is older and closer to Thokar, but Dawn reported in December 2025 that several blocks still lacked gas, water and civic sites.
Choose LDA City for cheaper plots to hold or build on in a possessed block. Choose LDA Avenue 1 if a Raiwind Road location matters and you can buy in a block with working utilities.

Location and commute
LDA City sits between Ferozepur Road, Defence Road and the Ring Road, as Punjab's housing minister put it at a 2025 possession event (APP). It falls in union council Kahna Nau (Wikipedia). A 200-foot-wide Chenab Road was planned to link phase one to Ferozepur Road near the Ring Road (Dawn, 2020).
LDA Avenue 1 is on Raiwind Road, about 6 km from Thokar Niaz Baig (Dawn, Dec 2025).
Avenue 1 is the closer of the two to the motorway, Thokar and Johar Town. LDA City is further out, but its Ring Road position helps if you drive toward DHA or Ferozepur Road.
Approval and legal status
Both are LDA's own schemes, not private societies seeking LDA sanction. That is why neither appears on LDA's list of approved private schemes. Ownership questions here are about land acquisition and allotment, not approval.
LDA City. The first PC-1 of Rs33.66 billion was approved in July 2017 without money for land acquisition. A revised Rs49.54 billion PC-1 in 2020 set aside Rs9.67 billion to acquire remaining land in Jinnah Sector and build Chenab Road (Dawn). Land, not approval, is the long-running risk.
LDA Avenue 1. All 10,983 applicants were allotted plots in 2003, but litigation stalled handover. Of 2,894 affected plots (1,007 of 1 kanal and 1,887 of 10 marla), 1,278 got alternate plots in March 2015 after 321 in January (Dawn, 2015). In 2020 a private society agreed to surrender 1,555 kanal so 613 more plot holders could be accommodated (Dawn, 2020).
In December 2025, the LDA's Avenue-1 director said litigation still held up gas pipes in some streets (Dawn). Before buying, ask the LDA whether your plot number has any pending case.
Prices and value
Plots are the only sizes present in both societies in our data. Per-marla figures are our arithmetic on Houseplot's indicative price data (Oct 2026). One kanal is 20 marla.
| Plot size | LDA City | Per marla | LDA Avenue 1 | Per marla |
|---|---|---|---|---|
| 5 marla | about 39–85 lac | 7.8–17 lac | about 92 lac–1.1 crore | 18.4–22 lac |
| 10 marla | about 56 lac–1.1 crore | 5.6–11.8 lac | about 1.23–1.6 crore | 12.3–16.1 lac |
| 1 kanal | about 1.5–2.2 crore | 7.5–11 lac | about 1.76–2.5 crore | 8.8–12.5 lac |
LDA City is cheaper at every size. The gap is widest for 5 and 10 marla, where Avenue 1's low end is above LDA City's high end or close to it.
At 1 kanal the two overlap. Our data does not split LDA City by block. A cheap plot there may be in a block you can't build on yet, so check possession first.
Houses barely overlap in our data. LDA City has only 5 marla houses (about 2.4–2.5 crore). Avenue 1 has 10 marla (about 3.42–4.6 crore) and 1 kanal houses (about 5.21–7 crore).
Development and amenities
LDA City. In July 2024 the LDA director general ordered possession of over 1,000 plots in Jinnah Sector's B, D and E blocks. The same meeting reviewed work on structure plan roads and Iqbal Sector, and plans for an Education City over 350 kanal and a Health City over 200 kanal (The Nation).
In September 2025, possession opened for more than 2,800 plots in A1, B1, H and L blocks. The housing minister said more than 6,500 plots had possession across LDA City (APP). The LDA's 2026-27 budget sets Rs12.5 billion for LDA City development (ProPakistani, Aug 2026).
LDA Avenue 1. Dawn found residents in December 2025 without gas connections in parts of one block, despite paying urgent fees. WASA's supply was not built, so residents ran their own pumps. Parks were undeveloped in several blocks, and mosque, school and dispensary sites stood empty. Residents of K and L blocks said they were worst off (Dawn).
The 2026-27 budget gives Avenue 1 Rs4 billion and starts a pilot of maintenance charges there, with the LDA free for the first two months (ProPakistani).
Rental demand
Houseplot's rents file has no rows for either scheme, so we can't compare rents with data.
As a pointer only: Avenue 1's missing services, reported in December 2025, would weigh on tenants. LDA City's possessed blocks are still filling up. Ask agents for signed tenancies in your exact block.
Resale and liquidity
LDA City has thousands of allottees, so there is a wide pool of buyers and sellers. Not every plot has possession, though, and the LDA has pressed allottees for development charges (The Nation). Unpaid charges travel with the plot, so ask for a dues statement.
Avenue 1 has fewer, older plots. Resale is easiest in blocks with gas and water connected.
The LDA's June 2026 ban on file trading applies to private schemes in its area (ProPakistani). For its own schemes, confirm the transfer process at the LDA's office before you pay.
Red flags for each scheme
LDA City 1. A file with no plot number, or a plot in a sector with no possession date, such as Iqbal Sector. 2. Unpaid development charges. 3. A price far below the range, which may mean an unpossessed block.
LDA Avenue 1 1. A plot number with pending litigation. 2. A block without gas or WASA water; K and L were flagged in 2025. 3. New maintenance charges not built into your holding cost.
Who should choose which
- Long-term plot holder on a budget: LDA City, in a possessed Jinnah Sector block.
- Buyer wanting to build soon near Thokar: LDA Avenue 1, in a block with utilities.
- 10 marla or 1 kanal house buyer: LDA Avenue 1, since our data shows LDA City houses only at 5 marla.
- Ring Road and Ferozepur Road commuter: LDA City.
- Overseas buyer: either, but only with an LDA-verified plot number and dues statement.
- Investor wanting quick rent: neither is proven in our data; look at built-up societies.
