featured_mode: card | illustrationA pre-launch project in Lahore is a scheme or building sold before it has full approval or before construction starts; LDA rules let a sponsor market and sell before sanction but bar possession until the scheme is sanctioned, so buyers carry the approval, delivery and title risk and should verify LDA status, the approved layout plan and land title before paying anything.
A pre-launch project is a housing scheme, block or building sold before it has full approval or before real construction begins. In Lahore, LDA's own regulations allow a sponsor to market and sell before the scheme is sanctioned, but they bar possession of plots until it is. That means the buyer carries the approval and delivery risk, often for years.
The discount can be real. So can the losses: the LDA has counted 206 illegal schemes in its own jurisdiction, and Dawn reported 207 illegal schemes of 20 kanal or more in Lahore district in 2025. This guide explains how pre-launch selling works, what the law says, and the checks to run before you pay a token.
What "pre-launch" means in Lahore
The term is a sales label, not a legal category. Developers use it for three different things.
| What is being sold | Typical stage | What you usually get | Main risk |
|---|---|---|---|
| Plots in a new scheme | Land being assembled or approval pending | Booking form, file or allotment letter | Scheme never approved, or approved on less land |
| New block in an existing society | Parent society approved, block not yet sanctioned | File or provisional allotment | Block plan changes or delayed |
| Apartments or commercial units | Building plan pending or excavation started | Booking letter, payment plan | Plan not approved, construction stops |
Each one needs different checks. A new block in an approved society is less risky than a brand-new scheme on assembled farmland. It is still not risk-free.
What the rules actually allow
LDA regulations
The LDA Private Housing Schemes Regulations 2021 (Draft-VII) are the clearest public text. Key points:
- Regulation 24(k): marketing, advertisement and sale may take place before sanction, but "possession of plots shall not be given unless housing scheme is sanctioned by LDA."
- Regulation 24(j): the signed layout plan is not issued to the sponsor until sanction.
- Regulation 24(h)(iv): the sponsor must mortgage 20% of the residential, commercial and apartment area to the LDA as security for completing development.
- Regulations 27 and 28: the approved layout plan is uploaded to the LDA website, and a public notice of sanction is published in daily newspapers.
- Regulation 42(2): delayed development can be extended, but total extensions are capped at two years.
The document is labelled a draft, and several points defer to the LDA Private Housing Schemes Rules 2014. Ask the LDA One Window Cell which version applies to your scheme.
Punjab rules outside LDA areas
Outside LDA control, schemes fall under the Punjab Private Housing Schemes Rules 2022 run by local governments. A Local Government Punjab abstract shows the steps: land status, title and NOC checks, newspaper notices, technical clearance, a registered mortgage of 20% of saleable area, and finally a formal approval letter in Form-D.
In June 2026, ProPakistani reported amendments to the 2022 rules. They add daily fines of Rs5,000 to Rs20,000 for illegal development or delay, require environmental clearance within six months, and require projects with more than five landowners to register as a company or cooperative.
Is there a RERA in Punjab?
We could not find a Punjab real estate regulatory authority in Pakistan. Search results for "RERA Punjab" point to the Indian state. Pakistan's RERA law covers only Islamabad: ProPakistani describes the Islamabad Real Estate (Regulation and Development) Act 2020, which requires project registration before sales.
The SECP is not a backstop either. In February 2025 it said it does not regulate real estate investment schemes other than REITs, and that company registration does not authorise anyone to take deposits or promise returns.
The scale of the problem
These are the numbers on record.
| Figure | Source and date |
|---|---|
| 707 LDA-regulated schemes: 427 approved, 206 illegal, 74 in process | Pakistan Today, May 2025 |
| 7,905 schemes in Punjab: 2,687 approved, 5,118 illegal or pending | Same report |
| 207 illegal schemes of 20 kanal or more in Lahore district | Dawn, 3 Oct 2025 |
| 36 illegal schemes' infrastructure dismantled in one week | Dawn, 19 Sep 2025 |
| Infrastructure demolished at 14 illegal schemes | ProPakistani, 13 Jul 2026 |
The LDA referred the 207 schemes to the revenue department to stop plot sales and purchases, per Dawn. A buyer in such a scheme can end up unable to register a sale at all.
Three ways pre-launch deals go wrong
1. Selling beyond the approved area
In 2023, the LDA warned that Etihad Town on Raiwind Road was advertising and booking plots beyond its approved area of 1,614 kanal. The parent scheme was approved; the extra plots were not. The LDA told buyers to check plots against the approved layout plan.
2. More files than plots
In May 2026, ProPakistani reported a NAB investigation into an Islamabad cooperative society that allegedly issued nearly 42,000 files against a layout and land bank that supported about 6,000. The case is under investigation, but it shows how file selling hides overselling.
3. Approval that never comes
A scheme can collect instalments for years and still fail to win sanction. Because the LDA rule bars possession before sanction, you may pay most of the price and get nothing you can build on.
What changed in 2026: the file ban
ProPakistani reported on 9 June 2026 that the LDA would ban the sale and purchase of property files in private schemes in its jurisdiction from 1 July. Schemes were told to move records to the Punjab Land Records Authority's digital system by 30 June. Transactions are to use property certificates carrying a QR code that buyers can scan to verify details.
For pre-launch buyers, this cuts both ways. A QR-verified certificate is better protection than a paper file. But a seller still offering "open files" in an LDA-area scheme after July 2026 is a warning sign. Ask the LDA how your scheme is complying.
Provincial authorities are also preparing electronic NOCs, dealer registration and monitoring of housing adverts, according to Daily Pakistan in September 2026. These were proposals at the time, with no effective date.
Risk checklist before you book
Run every check before paying token money. Keep screenshots and dated copies.
- Search the scheme on the LDA website. The LDA publishes its illegal list there, as Daily Pakistan explains. No listing either way? Ask the One Window Cell in writing.
- Confirm which authority approves it. LDA, a local government under the 2022 rules, DHA, a cantonment, or RUDA for the Ravi area. RUDA has warned against schemes in the riverbed without its approval.
- Get the approved layout plan. Under the LDA regulations it should be on the LDA website once sanctioned. Match your plot or block number to it.
- Check the newspaper notice of sanction. Both LDA and Punjab rules require public notices.
- Ask whether the 20% mortgage is registered. It is the main security that development will be finished.
- Verify land title. Get the fard for the land and confirm the sponsor or its company owns it.
- Check the sponsor's legal form. Under the 2026 amendments, projects with more than five landowners must be a company or cooperative.
- For apartments, ask for the approved building plan. No approved plan, no booking.
- Read the payment plan. Link instalments to construction stages, not fixed dates, where you can.
- Pay only to the scheme's company account. Never cash, and never a dealer's personal account.
- Ignore guaranteed returns. The SECP has warned that schemes promising monthly profits often behave like Ponzi schemes.
- Check bank backing. Under SBP's Roshan Apna Ghar, only some banks finance under-construction units, only for selected pre-approved projects, and under a tripartite agreement that sets completion time and delay penalties. A project on such a list has passed at least one outside check.
Documents to ask for
| Document | Who issues it | Why it matters |
|---|---|---|
| Approval letter or sanction notice | LDA or local government (Form-D) | Proves the scheme is legal |
| Approved layout plan | LDA / local government | Shows your plot exists on the plan |
| Mortgage deed for 20% area | Sub-Registrar | Security for development |
| Fard / title of scheme land | PLRA | Proves the sponsor owns the land |
| Building plan approval (apartments) | LDA or relevant authority | Allows the building to be built |
| Allotment letter or QR property certificate | Scheme, via PLRA system | Your proof of purchase |
| Payment receipts to company account | Bank | Proof of what you paid |
Is pre-launch ever worth it?
It can be, if the parent society has a track record, the new block is sanctioned or close to it, and you can afford to wait. A booking in an established society's new block carries far less risk than a scheme still assembling land.
For comparison, a developmental REIT offers regulated exposure to a project under construction, with an SECP-licensed manager and, as The Express Tribune notes, a licensed trustee holding title to the assets. That route has its own risks, but the money sits inside a regulated structure.
If you cannot verify approval, title and the plot on the layout, the discount is not a discount. It is the price of risk you cannot measure.
