Before buying a shop in Lahore, confirm the building or plot is legally commercial (LDA commercialisation or a society commercial plot), check the approved plan, completion certificate and fire NOC, and budget for 236K advance tax, 1% stamp duty and 16% sales tax on any rent.
A shop in Lahore is only as good as its legal commercial status: the LDA sealed 140 properties in June 2026 alone for illegal commercial use or unpaid commercialisation fees. Location and frontage set the price, but approvals decide whether the shop can trade at all.
Types of shops in Lahore
| Type | Typical setting | What to know |
|---|---|---|
| Market shop | Established bazaars and markets such as Liberty Market in Gulberg | Footfall is proven; title and pagri arrangements vary widely |
| Plaza shop | Multi-storey commercial buildings | Ground floor carries most value; check completion and fire NOC |
| Society commercial plot shop | DHA, Bahria Town and other society commercial zones | Built under society bylaws; size and height fixed by rules |
| Shop on a commercialised road | Converted houses on notified roads | Depends on LDA commercialisation letter and fees |
New supply also comes from public projects. In August 2026 APP reported LDA approval to market commercial plots of 1 kanal, 15 marla and 8 marla at LDA Tech Park on Ferozepur Road, and commercial plots in a new Pine Sector at LDA City.
Shop sizes and building rules in DHA
The DHA Construction Regulations are the clearest published rulebook for shops in Lahore:
- Standard commercial plots include 4 marla (30 x 30 ft); there are also 2 marla and sector shop plots, which carry a 6 ft verandah instead of 8 ft.
- Ground and upper floors may cover 100% of the plot; a mezzanine may cover 70% of the shop area, excluding the verandah.
- Two shops may be built within the available frontage, subject to approved drawings.
- Sector shops cannot be amalgamated; 4 and 8 marla units can, up to four.
A mezzanine adds usable space but not frontage. Value it accordingly.
What drives price
Frontage, corner position, footfall, parking and permitted height drive shop prices far more than floor area. Price each floor on its own frontage and access rather than averaging across a building.
Houseplot's price files do not include shop prices, so we don't quote them. Ask for recent registered sales in the same market or plaza, and compare the asking price against the rent the shop actually earns.
Commercialisation and approvals
Outside society commercial zones, a shop on a residential plot needs LDA commercialisation on a notified road. Profit reported that commercialisation is allowed on List A roads and prohibited on List B roads, with fees charged at prescribed valuation rates under the LDA Land Use Rules 2020. It also reported an LDA probe into approvals given before roads were notified.
Enforcement is active. On 24 June 2026 ProPakistani reported 140 properties sealed across Gulberg, Model Town Extension, Jubilee Town, Canal Road, Samanabad, Gulshan Ravi, Azam Garden and Mustafa Town.
For plazas, the LDA has said it will not issue completion certificates without a verified Civil Defence fire NOC, Bloom Pakistan reported in January 2026.

If you buy a tenanted shop, read the tenancy agreement. The Punjab Rented Premises Act 2009 requires a written agreement presented to the Rent Registrar, and eviction is limited to set grounds such as expiry, unpaid rent or breach.
Red flags
- No commercialisation letter or fee receipts for a converted property.
- A plaza without a completion certificate or fire NOC.
- Floors or a mezzanine beyond the approved plan.
- An unregistered or verbal tenancy with a sitting tenant.
- "Pagri" arrangements presented as ownership.
- Rent figures the seller cannot back with bank records.
- Pressure to pay a large token before documents are checked.
This guide is general information; confirm current rates with FBR/the bank/a lawyer before you pay.
